Alaska: Sealaska Land Settlement Bill Introduced; Legislation Is Part of Murkowski's Southeast Initiative to Aid Regional Economy - Joined by U.S. Sen. Mark Begich (D-Alaska) Sen. Lisa Murkowski (R-Alaska) introduced legislation on April 23rd that would enable Sealaska Corporation, the regional Alaska Native Corporation for Southeast Alaska, to satisfy its remaining land entitlement under terms of the Alaska Native Claims Settlement Act.

U.S. Sen. Lisa Murkowski introduced a revised Sealaska land settlement proposal last Thursday that is part of her Southeast Alaska initiative to aid the regional economy.

Southeast Alaska has been hard hit by the downturn in timber-related jobs. Last month, Murkowski introduced the first of two bills designed to stimulate the Southeast Alaska economy ­ the Southeast Alaska Timber Industry Retooling and Restructuring Act to help firms retool to maintain jobs in the region, and the Unrecognized Southeast Alaska Native Communities Recognition and Compensation Act to set up urban corporations for Natives in Ketchikan, Wrangell, Petersburg, Tenakee and Haines.

U.S. Rep. Don Young, R-Alaska, also introduced a companion bill in the House of Representatives last Thursday.

Alaska: With recent announcement, ATIA raises the alarm for Alaska visitor industry - The Alaska Travel Industry Association is reacting with alarm after an announcement Monday that Norwegian Cruise Lines is pulling another ship out of Alaska service during the summer of 2010.

Coupled with similar announcements from Royal Caribbean International, Holland America Line and Princess Cruises, Alaska can expect up to 120,000 fewer cruise visitors in 2010. Out of a volume of 1,033,000 cruise visitors in 2008, this represents a decline of 12 percent.

"This will have an obvious and painful impact on businesses across Alaska," said Ron Peck, president and COO of the nonprofit tourism marketing association. "It's extremely unfortunate when we see four lines reducing service to our state. Hundreds of businesses ­ especially small, Alaska-based businesses ­ will feel this where it hurts." - More...

Alaska: Tiny barbarians at the gate By NED ROZELL - Mosquitoes and black flies, now stirring after a long winter, have probably helped assure that most of Alaska remains unpopulated, says an expert on the creatures.

"I've spent a lot of time in the far north-in Canada, Siberia, and Alaska," said Peter Adler, a professor of entomology at Clemson University. "You can go down rivers for a month or two at a time and see no humans. Why is that? What's keeping them out?"

"There are two main features that might play a role-bitterly cold winters and biting flies."

Adler is interested in the latter element, so much so that he waded through streams in western Alaska and far-east Russia a few years ago, finding and describing the black flies and mosquitoes of the regions. He undertook the expedition because he was curious, and because no one had cataloged in detail the biting flies of the former land mass known as Beringia, now cleaved in two by the Bering Strait.

Armed with his field kit, which consists of rubber boots, a 10x hand lens, a vial containing a preservative solution of alcohol and acetic acid, and a set of jeweler's forceps used to pluck black fly larvae from rocks, Adler combed the waterways of western Alaska and far-east Russia.

He and Doug Currie of the University of Toronto rented a car in Nome, drove every road they could, and stopped at streams to take samples of black flies. They also flew into the upper Kisaralik River, a tributary of the Kuskokwim River, and floated out, gathering larvae along the way. They also explored the Anadyr River in Russia, plucking samples with forceps and using finely woven dip nets in slower waters. - More...

Alaska: Major Ferry Legislation Announced; Bill would make significant investments in ferry system nationwide - Today, U.S. Senator Patty Murray (D-WA), U.S. Senator Lisa Murkowski (R-AK), and U.S. Congressman Rick Larsen (D-WA2) announced the introduction of the U.S. Ferry Systems Investment Act of 2009 at a press conference in the Capitol. This bill would dramatically increase federal support for the country's ferry system, and direct millions of dollars to ferry systems in Washington state.

"The U.S. Ferry Systems Investment Act of 2009 makes make a strong investment in our nation's ferry systems, which provide a critical lifeline for millions of commuters across the country," said Senator Patty Murray. "This bill would also give a boost to the economy by creating jobs directly, as well as by increasing productivity and making investments in long term economic growth. Ketchikan: Ketchikan Indian Community Partners with Sealaska Heritage Institute to Provide Language Workshop - Ketchikan Indian Community (KIC) has partnered with Sealaska Heritage Institute (SHI) to present a Heritage Language Development Workshop for language teachers and curriculum developers on April 30 and May 1, 2009. The language workshop is one example of the kinds of efforts the Tribe is making to ensure the survival of the Haida, Tlingit, and Tsimshian languages.

The workshop will introduce to participants both long and short term planning for second-language teaching. Practical, hands-on activities, based on a developmental language process, will be introduced. The training will include language teaching for kindergarten through high school grades and will present a format for using already developed classroom materials. How to assess the students' progress in the language program will also be covered. - More...

Ketchikan: Soundwaves, Kayhi Jazz Band, Discovery and Windjammers Performance Jazz Night 2009 - The tenth annual Jerry Galley Memorial Scholarship Concert will take place this Thursday evening, April 30th, at 7:00 p.m. in the Kayhi Auditorium.

Proceeds from this program have assisted young people entering college fine arts programs with scholarships of up to one-thousand dollars toward their expenses. Kyle Bailey, a recipient of the award in 2003, majored in music theatre in college and is now performing in New York City. Archie Inoncillo (2004) is presently completing music study at the University of Idaho and will be doing his student teaching in Ketchikan this Fall. Jamie Karlson received the scholarship in 2007, and is a music performance and music education major at the University of Idaho.

The fund was able to generate two scholarships last spring which were awarded to April Souza and Samantha MacNeith. - More...

letter High Rental Costs By Katherine Wood - I too think rental costs in Ketchikan are extreme. I have two children and I am renting on my own for the first time. It is such a struggle, not fun at all. I am a hard working person who has a fairly good job and I can never get ahead. It makes me sick when I talk to my mom in Oregon who rents a 3 bedroom 2 bath brand new house with a 2 car garage, a grassy front yard with a fenced grassy back yard and a dog and she only pays $750 a month. I pay $1007 a month not including utilities and that's in a 2 bedroom 1 bath APARTMENT in a four-plex. - More...

letterKFD Dispatchers By Dave Hull - I want to start off by saying that the Ketchikan Police Department and Alaska State Troopers dispatchers deserve all the accolades given them for the performance of their duties. In fact, they can't be given enough. I have been involved with emergency response for the last 34 years and have taken great comfort many times in the calm, warm voice coming out of my handheld radio speaker. Just knowing someone is there when I key the microphone is of great reassurance. I must object, however, that one group has been left out of the honors recently bestowed by the Borough Assembly. The group I am referring to is the dispatchers with the Ketchikan Fire Department. It hasn't taken place for 20 years because it was a bad idea back in the day and it's a bad idea now. Natkong - On April 9, 2009, the Board of Education of Hydaburg City School District met in a regular school board meeting and voted unanimously to retain the present CEO of Hydaburg school. There was one board member absent that night so was not counted in the vote. Their logic in retaining the CEO is "he's saving the district money and it's not feasible to hire a superintendent at this time." I've done some computing and both the CEO and his significant other's salaries combined are outrageous! The school board hired SERRC to do a superintendent search and that was not brought up at the meeting, the president skipped right over that on the agenda (more money going out without just cause). It makes me wonder how much was spent on the superintendent search and why weren't any of the candidates for the position even considered? - More...
