Ketchikan: Food Drive First Official School Outing for Patches and Pumper; Fire Department Thanks Students for Participation & Generosity - Firefighters from North Tongass Volunteer Fire Department (NTVFD) arrived at Point Higgins Elementary School on Friday the 13th to collect food from their 3rd annual collaborative joint food drive with new team members - Patches and Pumper. This year Patches and Pumper went along with fire department members for what was the first official school outing for Patches and Pumper.

Patches and Pumper were recently purchased with funds awarded to North Tongass Volunteer Fire Department (NTVFD) from the 2008 Assistance to Firefighter Fire Prevention and Safety grant. Patches and Pumper are two of the department's newest fire safety education tools, and did not disappoint the students on their first trip into the school district said NTVFD's Fire Chief Dave Hull. Children from preschool to 6th grade were delighted to see Patches and Pumper; they truly were the hit of the day said Hull.

Chief Hull said members of the department were thrilled to see the responses from the children as they chatted with Patches. "We have felt from the beginning that Patches and Pumper would be great tools for reaching and relating to children, and reactions of the children indicated that we were on the right track," said Hull. - More...

Ketchikan: Alaska unemployment rate at 8.9 percent in October; Ketchikan unemployment rate close behind at 7.9 percent - Alaska's seasonally adjusted unemployment rate rose six-tenths of a percentage point in October to 8.9 percent. September's preliminary rate was revised down one-tenth of a percentage point to 8.3 percent reports Dan Robinson an Economist with the Alaska Department of Labor's Research and Analysis division.


Ketchikan's unemployment rate (not seasonally adjusted) for October 2009 was reported at 7.9, percent climbing 2 percent from September's reported 5.9 percent. One year ago (October 2008) Ketchikan's unemployment rate was reported as 5.9 percent.

In Ketchikan's labor force, 631 of the civilian labor force were reported as unemployed in October 2009 compared to 473 unemployed in October of 2008. Ketchikan's civilian labor force in October 2009 was reported as 7,982. In October 2008, Ketchikan's civilian labor force was reported as 8,010.

Statewide, after bouncing around for much of 2009 without showing a clear trend up or down, the unemployment rate has now climbed eight-tenths of a percentage point over the last two months. Alaska's rate remains well below the U.S. rate, however, which was at 10.2 percent in October reports Robinson. - More...

Alaska: Secretary of the Interior Urged to Finalize Any Necessary Revisions For Offshore Oil & Natural Gas Leasing in Alaska - Sens. Lisa Murkowski and Mark Begich, and Rep. Don Young today delivered a letter to Secretary of the Interior Ken Salazar urging him to finalize any necessary revisions to the current five-year plan for offshore oil and natural gas leasing in Alaska.

Shell Oil, which early last year spent $2.1 billion for exploration rights in the Chukchi, has been unable to proceed with plans to drill up to two exploratory wells on its leases in 2010 because Interior officials have failed to complete a court-ordered environmental assessment in a timely manner.

"This delay has gone on long enough," Sen. Murkowski said. "It's time to get development of Alaska's resources back on track."

Sen. Murkowski delivered the letter today to Secretary Salazar and Carol Browner, special assistant to the president at the White House Office of Energy and Climate Change, during a meeting in Murkowski's office on development of Alaska's energy resources in advance of Friday's deadline for Salazar to make a decision regarding Shell's development plans in the Chukchi Sea.

A federal appeals court ruled earlier this year that Interior failed to conduct sufficient scientific and environmental reviews before leasing portions of the Alaska outer continental shelf. Under the ruling, Interior is required to complete a more detailed analysis of the potential environmental impacts of development on the near shore tidal zones in Alaska waters.

Because Interior already had all of the necessary data to complete the analysis, the delegation had hoped the process could be done quickly. Unfortunately, the wait continues with no word from Interior on when it might be finished.

"Shell has spent years of work and billions of dollars to satisfy the complex logistics, planning and permitting process required by law," the delegation wrote in the letter. "We would not support this particular exploration plan if we did not believe, based on our collective experience with the associated issues and understanding of the associated technology and science, that this could be conducted in such a way as to preserve the neighboring culture and environment." - More...

Fish Factor: Halibut Fishery Ends; Salmon Wrap; & Pups up! By LAINE WELCH - Alaska's halibut fishery ended on Nov. 15 amidst little fanfare. Brutal winter weather wreaked havoc on deliveries the final week, and bumped up prices as buyers scrambled for the last fresh fish of the year.

The season opened in late March with lots of expensive halibut holdovers from last year in U.S. freezers. That pushed dock prices down by roughly a dollar per pound all season.

Final prices at Kodiak were reported at $3.40 - $4.30/lb for fish weighing from 10 pounds to "40 ups." Kodiak prices dipped as low as $2.50 at the docks this summer.

At Homer, final halibut prices to fishermen ranged from $4 - $4.35/lb. Homer easily held on to the title of America's #1 halibut port with more than 12 million pounds, 23% of all landings, crossing those docks. Kodiak was a distant second at 7.6 million pounds, followed by Seward, Dutch Harbor, Juneau and Petersburg.

Most of Alaska's fresh halibut catch goes to U.S. retail counters and restaurants. The demand this year came from retail buyers, as more customers avoid expensive restaurants and buy halibut to eat at home, said market analyst Ken Talley. The frozen market also has taken off, and inventory holdings "are said to be very low," he added.

Customers appreciated this year's lower prices, said Dannon Southall, wholesale/retail manager at 10th and M Seafoods in Anchorage. - More...

Alaska: Preliminary 2009 Salmon Season Summary Released by ADF&G - The Alaska Department of Fish and Game released its preliminary estimates today for the 2009 commercial salmon harvest and for the value of that harvest to commercial fishermen. These estimates are preliminary. Estimates will be revised in 2010, upon finalization of all fish ticket data, and submission of annual processors reports which include the final prices paid for salmon in 2009.

Commercial fishermen harvested 161.7 million salmon in 2009. This is the 11th largest harvest since statehood. The 2009 harvest was 15 million fish higher than the 2008 harvest of 146 million fish, 14 million fish below the preseason forecast of 175 million fish, and 11 million fish below the most recent 10 year average (2008-1999) commercial harvest of 172 million salmon.

Value of the 2009 preliminary catch estimate, $370.1 million, is higher than the most recent 10 year average of $308 million. Preliminary 2009 statewide average prices show decreases for all species of salmon compared to final 2008 prices. The preliminary statewide average price for sockeye salmon is $.80 per pound, 4 cents less than last year. Final 2009 prices for all salmon species may be higher after any post-season adjustments and end-of-season bonuses are paid to fisherman. - More...

letterContinued saga at Ward Cove By Don Borders - I watched the local telecast of the presentation where the development plan to build a Plasma plant at Ward Cove was presented. I have many concerns as to how the Borough might act on the slick mono-view of the "possibility" of the fringe technologies for Ward Cove. It was impressive to the scope which various people were taken by the smooth delivery without really answering any hard questions. The end results are breath taking, however, what about any concern if the thing will just not work due to local environmental conditions such as 80 to 99 percent humidity, lack of actual product to "burn," will they import materials to "feed" the Beast? What if the possibility the whole thing ends back up in the laps of the borough assembly with added additional problematic clean-up of Ward Cove all over again? By Marie-Jeanne Cadle - I am still trying to get over the absurd implication by Mr. Peter Jensen a few months ago that un/underinsured people will somehow dirty his private toilet as he refers to his current health care. Mr. Jensen is also worried that access to health care by these apparently dirty individuals like myself, will somehow limit his access. Your idea of "..designting sections for appropriate uses." is in agreement with the Ward Cove Focus Group meeting Oct. 13, that called for the KGB to subdivide and offer for sale in a way compatible with community needs & economic development. letterWard Cove By Don Borders - What's next in the on going saga of local government mismanagement? It's been eleven years ago that the Ward Cove Pulp Plant shut down and then average incomes for the area dropped extremely low. It's only been from outside help from the federal legislators and departments like Homeland Security that have influxed the local incomes to regenerate the revenue which fuels the two local governments through the taxation of the populous. letterPersonal losses By Don Borders - I wish I had kept a list of all the Ketchikan Pulp Mill employees. In the past few months I knew three of the ex- pulp mills' employees who have died. The last one was Mike Diverty (see Coast Guard suspends search for Sitka Fisherman Monday, Oct. 26, 2009 ) Mike lost his home, his dignity and his family in losing his job due to the actions of the "Tree Huggers" forcing the closure of the Pulp Mill. - More...
