Alaska: Begich Delivers Recovery Act Status Report; Alaska already seeing benefits of stimulus dollars says Senator - Just over 200 days after President Obama signed the American Recovery and Reinvestment Act (ARRA), U.S. Sen. Mark Begich said Friday that Alaska is beginning to see the benefits. Begich released an "Alaska Status Report" on success of the ARRA so far at a news conference in Anchorage.

"Today, when you look at the first quarter results for Alaska, the outcome is better than expected," Begich said. "At the time we were projecting Alaska would receive around $1 billion in funding. Today, more than $1.5 billion has been awarded."

Begich said more than 400 projects in Alaska have been funded and the state leads the nation in per capita funding from ARRA, at more than $2,000 per person. Begich cited projects such money to UAF for a new Arctic research vessel and $150 million the long-overdue hospital replacement in Nome as evidence of success, as well as innumerable smaller projects in communities from Ketchikan to Kodiak and Anchorage to Anvik.

Begich said the benefits have been statewide, from smaller communities like Emmonak and Anvik to the urban areas of KetchikN, Kodiak, Anchorage and Fairbanks.

Other highlights of ARRA funding for Alaska include:
· Almost $200 million to the State for highway improvements, including $14 million along the Glenn Highway.

  • $245 million for infrastructure improvements on Alaska military bases.
  • $44 million for rural water and sewer projects
  • $26 million for the Alaska Railroad for track rehabilitation and other improvements
  • Funding for 26 health centers including new Nome hospital
  • $59 million in housing grants for Alaska Native tribes
  • $1.4 million for a new landfill in Emmonak

"Bottom line - is what this means is jobs for Alaskans across the state," Begich said. "We already saw significant construction impact this season and we'll see much more next summer as contracts are awarded this winter."

Begich highlighted other areas of the Recovery Act that have put cash in Alaskans' pockets including the Making Work Pay tax credits which have been accessed by almost 300,000 Alaska families; the $8,000 new home buyer tax credit; and the $250,000 small business tax write-off for capital investments and equipment purchases in 2009.

Begich said almost 30 Alaska small businesses have received Recovery Act loans totaling $10 million to help build their businesses. - More...

Alaska: Former Alaska State Representative Sentenced for Conspiracy to Commit Bribery - Former Alaska State Representative Beverly Masek was sentenced Thursday to six months in prison by U.S. District Judge Ralph Beistline in Anchorage, Alaska, announced Assistant Attorney General Lanny A. Breuer of the Criminal Division. Masek, 45, was also ordered to serve three years of supervised release.

Masek pleaded guilty on March 12, 2009, to conspiring with former Alaska businessmen Bill J. Allen and Richard L. Smith to commit bribery. Allen was the chief executive officer of VECO Corporation (VECO), a now-defunct multinational oil field services company, and Smith was a VECO vice president. Both pleaded guilty to multiple federal corruption charges in May 2007 and are awaiting sentencing.

"Citizens must have faith that the officials they elect to represent their best interests will do so without the stain of bribery and corruption," said Assistant Attorney General Lanny A. Breuer of the Criminal Division. "Through the diligent work of our public corruption prosecutors, we will continue to hold accountable those government officials who violate the public trust."

According to her plea agreement, in the spring of 2003, Masek received multiple cash payments from Allen and one of his relatives. During the same time, Masek knew that the company for which Allen and Smith worked had matters pending before the Alaska state legislature, and she knew that these matters were important to Allen's business interests. Specifically, Masek admitted in her plea agreement that she agreed on May 7, 2003, to withdraw a piece of legislation at the request of Allen, one day before she accepted a cash payment of approximately $2,000 from Allen. Masek admitted she knew that Allen gave her the money in part because of her agreement to withdraw the piece of legislation. - More...

Southeast Alaska: Former Mercury Mine on Alaska's Prince of Wales Island Proposed for Federal Cleanup List - he Salt Chuck Mine, located on Prince of Wales Island in Alaska's Tongass National Forest, was proposed for addition to the Environmental Protection Agency's ( EPA ) "National Priorities List" of the most contaminated sites in the nation. If listed as proposed, the site will be cleaned up under the Superfund program.

Heavy metals from Salt Chuck Mine tailings are impacting water quality and sediments in Lake Ellen Creek and Kasaan Bay. The contamination affects both salmon and shellfish in areas of Kasaan Bay known as important commercial and subsistence fisheries.

"Salt Chuck Mine is a prime candidate for addition to the National Priorities List," said Dan Opalski, EPA's acting Deputy Regional Administrator in Seattle. "We believe that protecting both Kasaan tribal community health and the Prince of Wales Island environment will require Superfund's comprehensive cleanup toolbox." - More...

Alaska: State Reaches Settlement with BP Exploration (Alaska) Inc. - The Alaska Department of Environmental Conservation (DEC) and the Department of Law announced last week a settlement with BP Exploration (Alaska) Inc. for oil spill containment violations on the North Slope. The settlement covers facilities at the Greater Prudhoe Bay, Endicott and Badami fields.

BP and DEC have signed two compliance orders by consent to correct the problems. BP has agreed to pay $1,709,498 in civil assessments (compensatory fines). "Protecting the environment from the risk of spills is very important to the state. Secondary containment is a key line of defense. In the event of a spill, the enclosed space can stop oil from reaching the tundra," said DEC Commissioner Larry Hartig.

By state law major oil facilities must be situated within a containment area specially designed to capture oil in the event of a spill. The size of the area is set out by law.

"The State takes these types of pollution prevention violations very seriously. This settlement demonstrates our resolve to recover substantial civil assessments when those requirements are not met," said Attorney General Daniel S. Sullivan. - More...

DAVE KIFFER: Only in Ketchikan - So, I was thumbing through the newspaper the other day and I came across an odd little classified ad.

"Pampered Chef Party At the Potlatch Bar."

Well, I had to look twice.

I'll admit I haven't been inside the venerable Potlatch for a while. One of the first things I realized when I started doing this local (loco?) political thing was that there wasn't that much political capitol to be gained by getting stinking drunk in public, at least not with the majority of the voting public.

Actually, I already knew that. It's been many, many years since I had more than a glass of wine at dinner. It just makes me tired now that I am officially an old fart.

Besides, once upon a time, I spent way too much time in local watering holes. Usually trying to track down one of my adult male relatives. One of the joys of being the "baby" of the family is that you always get sent on the "shame them into coming home" missions.

But as usual I digress.

Once upon a time, the Potlatch was a pretty rough place what with the fishermen walking in off the docks and then having to be "bounced" back out, several hundred dollars later.

And, of course, there were those little "frank discussions" and "differences of opinion" about the finer things in life (the three Bs) that used to regularly spill out onto the wooden planks of Thomas Street.

And, natch, I did witness more than a couple of folks get the ultimate "bums rush" out of the bar in the good old days. Fortunately, they usually knew how to swim. - More...

letterAlaska Airlines Fails to Live Up To New Moto, "North of Expected" By Russell Thomas - Before Alaska Airlines rolls out another catchy slogan to adorn its uniforms and promotional material, they ought to spend some time talking with their team about how it might actually be implemented. Yesterday I watched as nearly twenty of their customers were left in the Ketchikan lobby because, although they had been in line for more than hour, they checked in too late for the flight. Although most of my 45 clients and their bags made the 6:15 a.m. ferry, the ferry was too full to allow our last van (carrying some of the luggage) to board the ferry. When the last van did arrive the lobby was stilled packed with people and fish that had arrived on the 6:15 a.m. ferry. letterTo pee or not to pee By Chris Elliott - I'm confused. Is the current drug testing policy, the one in place in the Ketchikan School District, unconstitutional? What about Acton v. Vernonia? Is it lawful to drug test students who participate in extracurricular activities? My suggestion or recommendation that parents and teachers work together on a plan for selective or suspicion-based drug testing was just that. Perhaps it wasn t as clear as it could have been, but I was envisioning a voluntary, confidential program. My whole point was that it should not be punitive. letter The Time Is NOW To Act By Kristenia Johnson - After my letter was published on Sitnews I received a number of responses from my friends and family congratulating me on saying what they have been thinking for years. I also received a reply from a man I did not know who shared his struggles with staying positive while growing up in Ketchikan and having to combat depression almost year round during the rain. He suffers from SAD. I also knew to expect those replies who did not whole or at all agree with my opinion, one opinion more personal to me was from my boyfriend. While he agreed with some of what I said he still had his disagreements and it hurt me to hear a semi-lack of support from him. I soon realized that this was my big test to understand that not everyone shares the same opinion. However, this is not about me or whether you believe my opinion is one sided or not. Aren't all opinions usually geered toward one side? This is about protecting and saving our children and our town from drugs, alcohol and disruptive behavior which will most likely lead to a life in and out and in jail again. - More...

Yes, there are quite a bit of Ketchikan youth that is disrespectful, destructive amongst other things. However, there is also a side of our beautiful town's youth that is worth encouraging. Three of my four children are enrolled in the Ketchikan school district, on many occasions my oldest has spoken with me about the things that are said and done on the bus, the way the "older kids talk" It makes me nervous to send her off! She is learning things that she shouldn't know at her age, things their father and I should be discussing with them at what we feel is the appropriate time. letterHealthcare reform By Dale Albertson - In reading Dale McFeatters' oped on Healthcare reform I was inclined to ignore this issue. However, truth always wins out. Revisit the "speech" on this matter to the joint session. It is empty of fact or substance, full of rhetoric and grandstanding. There is plenty of denial on issues dear to the citizens but empty of sources to back up those denials, just denial, oh, and threats against any who oppose the "reforms". Here is just one "fact" relative to peoples concerns: In an article by Byron York, Chief Political Correspondent, The Washington Examiner, entitled: "Health care reform means more power for the IRS", he claims that the IRS would become the main agency charged with determining if you have "acceptable" health insurance. This article inspired Herman Cain, "The Herman Cain Show" to do some research. He found the following little tidbit: "It's Division A, Title IV on pages 167-215 called Amendments to IRS Code of 1986. The expanded powers of the IRS in H.R. 3200 would empower the IRS to require taxpayers to show proof of health insurance coverage, collect fines on individuals and employers who did not have adequate proof of health insurance and determine whether your health insurance was a government approved plan." - More...
