Alaska: 2nd Gas Price Hearing Scheduled for Thursday - The Alaska State House Judiciary Committee will hold its second hearing into the high prices of gasoline in Alaska on Thursday, October 23rd from 9:30 a.m. till 4:00 p.m., at the Anchorage Legislative Information Office. Interested Alaskans around the state will be able to attend this public hearing at their local Legislative Information Office (LIO).

"Alaskans are rightfully upset about the high prices they are paying at the pump in comparison to the rest of the country," said Rep. Jay Ramras, R-Fairbanks, the committee's chairman. "As of today, the national average for regular gasoline is $2.92 per gallon. The average price in Alaska for a gallon of regular gasoline is $3.89. The House Judiciary Committee will continue looking into this price disparity and will address what the legislature can do to effectively bring down the price of gas at the pump.

"The committee determined at its first meeting that there are the only two refineries producing gasoline in Alaska. Therefore, the refineries effectively have a duopoly in this state. Additionally, the Southeast communities receive their gasoline by barge and their fuel is exceptionally high priced. Currently, Alaska has no price-gouging statutes and Alaska's anti-trust laws only come into effect when refiners are in collusion to set prices."

The State Attorney General's Office has a separate investigation underway. The AG's office is able to access confidential and propriety information that is unavailable to the legislature. However, the legislature will continue to do its job and consider statutory changes. "Hopefully, both branches of government working together can bring some relief to Alaskans," added Ramras. "The committee will press forward, holding monthly meetings on this subject and use the public process, until the price of gasoline achieves a re-coupling with the prices in the Lower 48." - More...

Alaska: Todd Palin's grandmother talks about her native land By TOM KIZZIA - Like many Alaska Natives of her generation, Lena Andree, Todd Palin's 87-year-old Yup'ik grandmother, grew up living between two worlds.

Her father was a Dutchman, Glass Eye Billy Bartman, a sled dog freighter in the Bristol Bay region and caretaker of the Alaska Packers saltry on the Igushik River.

Her mother was full-blooded Yup'ik, growing up in a sod-roofed barabara in the now-abandoned village of Tuklung, somewhere on the tundra between Dillingham and Togiak.

Growing up in two worlds along the Igushik River in Bristol Bay, Lena Bartman spoke broken English with her father and more fluent Yup'ik with her mother,. Later she would make a career as a translator, bridging the cultures of Dillingham, speaking English with the doctors and storekeepers and pilots, and "speaking Native" with the residents.

"I just love that language," she says today.

Todd Palin's roots in Alaska run deep -- all the way back to that sod house on the tundra and the winter day Glass Eye Billy made a freight stop at Tuklung on a dog run to Togiak.

The musher, who had come to Alaska after leaving Holland at 14 as a cabin boy, saw a young woman dipping water from a frozen creek. The first thing he noticed about her was her fur boots and gorgeous white parka made from the supple fur of reindeer fawn. - More...

Fish Factor: Candidates hook endorsements by LAINE WELCH - Alaska fishing groups came out strongly in an endorsement of Sen. Ted Stevens. United Fishermen of Alaska is the nation's largest fishing group, and its 37 membership groups represent nearly every fishery, from small salmon setnetters to huge Bering Sea catcher/processors and crabbers. UFA gave its endorsement last week to candidates vying for seats in nearly all of Alaska's house and senate districts, as well as national offices. The votes are made via roll call and a two-thirds majority must prevail, said UFA executive director Mark Vinsel.

"Nobody has done more for fisheries in the North Pacific in our lifetime than Sen. Stevens, and we will continue to recognize that," Vinsel said.

UFA did not endorse either of the two candidates vying for Alaska's lone seat in the U.S. House of Representatives - namely, Republican Don Young, who has held the seat for more than 35 years, or Democratic challenger, Ethan Berkowitz.

"We interviewed both candidates and both have some support on the UFA board, but neither was able to garner the two-thirds support level needed," Vinsel explained. - More...

Ketchikan: Southeast Alaska Mass Rescue Exercise 2009 Planning Underway - The City of Ketchikan Alaska, Holland America Line, Customs and Border Protection, and Coast Guard Sector Juneau have initiated planning efforts to jointly sponsor a mass rescue exercise simulating the joint response to the evacuation of a cruise ship in Southeast Alaska.

The two phase exercise will be held in Ketchikan, Alaska on April 27 and 28, 2009. A unique aspect of this exercise is that participants will not assemble in a single exercise location, but will direct response actions and communicate from their "real life" locations in Seattle, Juneau, and Ketchikan. Although an actual cruise ship will not be utilized, the role of the ship will be simulated using data and plans from one of Holland America Line's ships. Experienced cruise ship staff will play the role of the ship's officers in order to provide realistic shipboard actions and requests. - More...

National: GOP warning of the perils of one-party dominance in Washington By ZACHARY COILE - Alarmed by the prospect that Democrats could take back the White House and expand their majorities in the House and Senate, Republicans are starting to warn of the perils of one party controlling Washington.

It's a striking argument for Republicans, who have held all the levers of federal power for most of the past eight years. While even GOP leaders admit the Republican brand has been tarnished during President Bush's two terms, they believe they can convince voters that total Democratic control would be worse, leading to higher taxes and an expansion of government.

In his new campaign stump speech, Arizona Sen. John McCain warned Monday that Democrat Barack Obama is "measuring the drapes and planning, with Speaker (Nancy) Pelosi and Sen. (Harry) Reid, to raise taxes, increase spending and concede defeat in Iraq."- More...

letterTax Limitation ideas By John Harrington - Mr. Dial's and Mr. Isaac's idea of a tax limitation initiative similar to California's Proposition #13 is quite appealing. When I investigated the idea I found a couple of major problems for instituting it here in Ketchikan. First, the State of Alaska requires that we assess all property at 100% of market value. The second problem is that the State requires the Borough to provide 4 mills toward funding education (and the State of Alaska determines the value of all property in the Borough). Those two items make the prop 13 type initiative unworkable at the local level. (It can only succeed as a state initiative.) - More...

letter Gas prices By David Hanger - The price of gasoline in San Antonio 10-20-08 is $2.45 a gallon, down 15 cents from what it was last Thursday when I arrived. Prices are falling dramatically daily. When I left here for field work in Arkansas, Tennessee, and Kentucky the first week in September, slipping out between hurricanes, the price of gas was $3.65. Even with the pipelines shut off to the southeastern states the most I paid for gas was $3.91, though that did require some shopping. - More...

letter Gillam Crash By Linda Olsen Kinerk - I was interviewing my Uncle Leonard Olsen about his life today, Oct. 19th, 2008. He told me the story about the Gillam plane crash. Apparently he was in the Coast Guard at the time. He was in the passing boat that found the survivor on the beach and called in for help. He was with another Coast Guard man named Karl Gudler. They saw a beach fire across the bay and asked their superior, the skipper Gus Angleson, if they could investigate. Gus thought they were probably trappers. He doubted there was anything else going on there, but told him to go ahead. They actually rowed across to the beach where they found one of the survivors at the campfire. Then they radioed for help. - More...

letterKetchikan Community Courtesy By Valerie Cooper - Sorry to be the one to have to do my civic duty here, really do not have time. But everytime I drive by the corner of 3rd and Jefferson Street, I am appalled at the HUGE 'Chevy 50' trailer, seemingly on permanent status there, where it totally blocks the stop sign. Now I am needing to teach my teenager how to drive, and several times already almost went straight through on Jefferson, being unable to see the stop sign. Everyone else's kids are also learning to drive lately, and this 'Chevy 50' trailer parked on the corner of 3rd and Jefferson is literally an ACCIDENT WAITING TO HAPPEN. - More...

letter CITY COUNCIL, BOROUGH ASSEMBLY By Charles Edwardson - I am more concerned than ever about our two governing bodies actions or in actions, I will be watching for responses on two issues in particular , on the city council side many calls to action have been requested on the city mayor's now infamous CNN interview and not one councilman but councilman Coose had the guts to say anything. As I said in my campaign for city council, the incumbents now newly elected by you the citizens of Ketchikan "are quiet" they will remain quiet and neutral as long as they can and as long as you allow them to, Politically this is the best place to put yourself and that is on the sidelines. letterWhat price mediocrity? By Agnes Moran - In the Ketchikan Gateway Borough School District the price is $1,229,476.00. That is the amount the district has appropriated for the Tongass School of Arts and Sciences for this school year. $1.2 million buys a school that is failing our students so badly that it is in danger of Federal Intervention because of failure to make Adequate Yearly Progress in some areas. The costs don't end with the annual appropriation because once the students escape Tongass School; additional funds have to be spent to bring a significant percentage of the Tongass students up to the level of their peers. Tongass School is the only failing elementary school in the school district. - More...

letter Eyes and Ears on the Executive and Legislative Branch, but what about the Judicial Branch? By Courtney Larsen - Much attention has been given regarding several positions within our U.S. executive branch, and our U.S. and Alaska State legislative branch; but little if any has addressed our Alaska State judicial branch, despite that many of judges-both at the Alaska Supreme, Superior, and District Court levels-are up for possible reinstatement (or possible retention) this November. I was talking with my mom and dad a couple days ago and they said the price of unleaded gas is now under $ 3.30 per gallon and the price of diesel is under $3.50 per gallon in Hoodsport, Wa. and both are dropping steadily. letter Price of fuel in Nowhere AK By Jon Van Essen - Well I guess the fuel distributors here in town need to make up for their losses in the stock market the past few weeks, I see the price is on the rise today (1 penny) while our fellow citizens in the lower 48 are enjoying the large drop in the price for a barrel of oil. letter Gouged in Alaska By Karen Ramsey - I've been thinking that if I owned a gas station in Ketchikan I would break free from the pack of price-fixers in our town (and no one can convince me that there isn't price-fixing going on, however illegal it may be) and drop my prices by oh, maybe 25 cents a gallon just to start. If we had one brave gasoline dealer charging us $4.10 for a gallon of unleaded instead of the $4.34 - $4.37 still being charged by the seven or so stations we have in our little captive island market, what do you think the result would be? Drivers would flock to the station charging the least. - More...

letter Oil Prices: Gouging at Alaska Pumps By Lisa Hydock - I would like to know what is being done about the price gouging at the gas pumps in Alaska. The price of oil per barrel on the market closed at about $88 in the last few days. The all-time high was $147 per barrel earlier this year, when our price per gallon went up to $4.65. The price has come down to $4.35 per gallon, very slowly, and over a couple of months time.(8cents thanks to Gov. Palin) Friends and relatives in the lower 48 are reporting prices as low as $3.05 per gallon. My question is WHY is Alaska so much higher? Before the severe spike in cost, we were paying around $3 per gallon. So, across the nation, gas at the pump is significantly less than Alaska prices. I've lived in Alaska for more than twenty years and have never experienced this much greed. - More...

letter Kudos to Parrot By Jack Slaght - I whole heartedly agree with Katie Parrot's assessment of where we currently stand with respect to our region's economic, political, environmental, and individual state of affairs. She correctly identifies our collective reality as being one where we live in wooden houses, burn fossil fuels, we can look around us and see plenty of healthy forest (including younger stands of timber). I would add that in spite of all the radical environmentalist doom & gloom that has been thrown out for the "public" to digest for a couple of decades, we still retain good fish & wildlife habitat throughout Southeast Alaska. - More...

letter Pets, Children, Speeders on NPH By Suzan Thompson - The writers of recent letters addressing the pet, child, traffic problems on North Point Higgins all make excellent points. Ms. Bailey and Ms. O'Bryan are absolutely correct that there are far too many dogs allowed to run at large on this busy road. Ms. Shull is also correct when she says that speeding drivers are a big problem and I agree with her suggestion that if residents consistently call to report speeders when they see them, there may be some stepped-up enforcement. The State Troopers have always been willing to respond quickly to reports of reckless driving whenever I have had to call them. As far as I'm concerned, they can park in my driveway all day long and write tickets until they run out of ink. If it checks the tendency of drivers to drive 42 in a 25 mph zone because they're never sure if there's a Trooper up ahead, that's great. - More...

letter Nowheresville By Virginia E. Atkinson - The past few years Alaska has been famous for "The Bridge to Nowhere or A road to Nowhere". Can tell it's almost election when certain topics resurface. Why is it that paople make noise about the same issues before election? Like it's going to do any good. So the bridge didn't go through, big deal, not everyone wants "change" but will only talk about it for a few more decades. Maybe the next generation will actually do something about it. Sometimes next year the Waldon Point Road will start its final phase and be paved, to nowhere. The Waldon Point Road project is funded by the military. letter RE: Obama/Biden By Kris Hansen - I admire Katie Parrott's opinion, the democrats are behind many of the blunders that have happened upon Alaska. Ketchikan had a Pulp Mill somewhere around mile 4 of North Tongass. Roy Nathan may not remember that. Nathan, it is the ghost town of derelict buildings at Wards Cove. It it is where Ketchikan, post canneries, developed a year round economy (the tourist and fisheries only sustain k-town and Sitka for about 5 months of the year the mill was 12 months). It is humbling to reflect on the thousands effaced by the sustainability act (basically no logging act) that a Democrat decided upon many years ago. I know that my brother in law and many others had to go back and spend federal dollars to attend college to earn a living again (another portion of the huge deficit we have because of the political armies we have put into D.C.). - More...
