Alaska: Land Legislation Introduced in the United States Senate; Satisfies remaining land entitlement under the Alaska Native Claims Settlement Act - Senator Lisa Murkowski introduced Senate Bill 3651 Monday that would enable Sealaska Corporation, the regional Alaska Native Corporation for Southeast Alaska, to satisfy its remaining land entitlement under the Alaska Native Claims Settlement Act.

"We are pleased that Senator Murkowski has introduced this land legislation. Over the last 10 plus years, Sealaska has been working with stakeholders to finalize its land selections that provides optimum environmental protection, allows Natives to have greater say in the management of historical and cultural sites in the region and to maintain a significant economic presence in southeast," said Sealaska President & CEO, Chris McNeil, Jr. "The passage of this legislation is critical to achieve these objectives" said McNeil. "The legislation does not give Sealaska anything more than what was promised under ANCSA but provides sustainable opportunities to the region."

Estimates place Sealaska's remaining land entitlement at 65,000 to 85,000 acres. Murkowski introduced the bill, which was referred to the Senate Energy and Natural Resources Committee, to stimulate public comment. With Congress wrapping up its business for the year, it will be early 2009 before the Senate would address the issue.

Murkowski's bill, which is co-sponsored by U.S. Sen. Ted Stevens, R-Alaska, would permit Sealaska Corporation to select new acreage on and around Prince of Wales Island for timber development from a pool of 80,000 acres, up to 5,000 acres of lands, called "Native Futures" sites, elsewhere in Southeast Alaska for non-timber economic development, and up to 3,600 acres for cultural and historic preservation. In return, Sealaska would be required to relinquish land selections in roadless and more environmentally sensitive areas of the Tongass National Forest.

In prepared remarks for the Congressional Record, Murkowski noted that the Tlingit and Haida people of Southeast Alaska were among the first of Alaska's Native peoples to pursue the settlement of their aboriginal land claims. They organized the Alaska Native Brotherhood and subsequently the Central Council of the Tlingit and Haida Tribes to litigate the federal government's taking of Native lands to create the Tongass National Forest and the Glacier Bay National Monument, which is today called Glacier Bay National Park.

In 1968, the Tlingit and Haida peoples received a settlement of $7.5 million from the US Court of Claims, which the Native people have long regarded as inadequate compensation for the loss of their lands and resources. When the Tlingit and Haida people pursued this pioneering litigation they could not have foreseen that they would be disadvantaged in obtaining the return of their lands when ANCSA was enacted. ANCSA imposed more severe restrictions on the selection of lands by Sealaska than it did on other regional Alaska Native Corporations in other parts of the state. In November 2007, U.S. Rep. Don Young, R-Alaska, introduced H.R. 3560 to correct this injustice.

Murkowski's bill differs significantly from the original H.R. 3560. The changes were made in response to comments received from the Southeast Alaska community by Alaska Congressional Delegation staff and by Sealaska in dozens of community meetings. Young had already agreed to make such changes as consistent with his own communication with constituents in the Southeast. - More...

Alaska: Scientists studying offshore killer whales - Scientists at NOAA's Alaska Fisheries Science Center are fastening down facts on the most elusive of killer whale eco-types--called 'offshore' killer whales--which are known to range from Alaska to California.

"We don't know if they are an open-ocean population or a continental shelf population," said Doug DeMaster, Director of the Alaska Fisheries Science Center. "But we do know that offshore killer whales can move great distances over a relatively short period of time. "

The offshore killer whales are genetically different from their kin, the marine mammal-eating transient killer whales and fish-eating resident killer whales.

"Offshore killer whales differ in size, shape and behavior from other two killer whales eco-types," said Marilyn Dahlheim, a researcher from the Alaska Fisheries Science Center. Offshore killer whales are shyer, moving evasively and unpredictably when approach by boats, she explained. They are smaller and they tend to live in larger groups-up to 75 or 100 individuals.

Although the ranges of the three eco-types occasionally overlap, offshore killer whales have never been seen to intermix with resident or transient killer whales. - More...

On Monday, the Treasury Department announced details of its plan to offer temporary insurance to money market funds. The plan is designed to stop the mass exodus from money funds that started after the Reserve Primary Fund became only the second money fund in history to "break the buck," or fall below $1 per share, on Sept. 19.

Money funds try to maintain a stable $1 per share, meaning shareholders should always get back at least what they put in.

With this new, temporary insurance plan -- if a fund participates -- the government will guarantee that if the fund breaks the buck, shareholders will still get $1 per share for balances they had in the fund on Sept. 19. - More...

The impression I got today while watching CNN was that Governor Palin forgets that the Knik Arm Bridge which links Anchorage to Wasilla via Pt. Mckenzie, was part of the congressional earmarks labeled with the imfamous saying. The photo on CNN showed Governor Palin holding up a t-shirt with "Nowhere Alaska 99901" imprinted on it. She definately wants to distance herself from the Knik Arm Bridge because the bridge will benefit Wasilla, and she is holding herself out to be against earmark funding to benefit local constituents. - More...

letter GO PALIN GO By Mike Isaac - I hope that when John McCain takes the helm on 1-20-09 that he pushes for things that are both good for the 300 Million people and not his old friends with their 8 figure incomes that pay their help $8 hr or just steps down after 24 hrs. McCain had no chance till he picked Sara Palin for VP. Some of the polls have Obama ahead by only 5% in NY, 7% in WA, 8% in CA and OR, MN is now tied. Those are states where he should be ahead by over 10%. OH and PA are also tied and MT and FL are looking red and all of this is thanks to Sara Palin. She has taken the lead away from the Messiah.
