Alaska: Records: Miller admits to computer use, lying By BECKY BOHRER (AP) - Alaska GOP Senate hopeful Joe Miller was suspended for three days and referred to an employee assistance program after admitting to improperly using three government computers, then cleaning the caches to cover up the activities, according to personnel records released Tuesday under court order.

The personnel records were obtained by The Associated Press, the Alaska Dispatch, the Fairbanks Daily News-Miner and the Anchorage Daily News, under open records requests and a subsequent lawsuit. Miller had until Tuesday afternoon to appeal the release, but chose not to.

They were released a week before the hotly contested three-way Senate race.

In a March 2008 statement to Fairbanks North Star Borough Attorney Rene Broker, Miller, who then worked as a part-time government attorney, said he had lied initially about accessing all the computers when asked and about the reasons why he used them.

He said he understood his actions were wrong, that there was "no excuse for any of it," and that he was willing to accept any punishment that was deemed appropriate, according to the records. Broker suspended him for three days and referred him to an employee assistance program, which records show he later completed.

"I appear to be the only candidate in this Senate race whose entire life history matters to the media," Miller said Tuesday in a statement about the release of the records.

He added that the records show that the computer issue and his decision to leave the borough job more than a year later were unrelated.

Miller, who defeated GOP Sen. Lisa Murkowski in the Alaska primary, has been dogged for months by questions about his work with the borough, which was a seven-year gap in his resume that he didn't include in his campaign site biography.

Alaska: Less oil in Alaska reserve than once thought says USGS - The U.S. Geological Survey estimates 896 million barrels of conventional, undiscovered oil and 53 trillion cubic feet of conventional, undiscovered non-associated gas within the National Petroleum Reserve in Alaska (NPRA) and adjacent state waters. The estimated volume of undiscovered oil is significantly lower than in 2002, when the USGS estimated there was 10.6 billion barrels of oil. The new estimate, roughly 10% of the 2002 estimate, is due primarily to the incorporation of new data from recent exploration drilling revealing gas occurrence rather than oil in much of NPRA.

Recent activity in NPRA, including 3-D seismic surveys, Federal lease sales administered by the Bureau of Land Management, and drilling of more than 30 exploration wells in the area, provides geologic information that is more indicative of gas than oil. Many of the newly drilled wells show an abrupt transition from oil to gas just 15 to 20 miles west of the giant Alpine field, located just outside the northeastern boundary of NPRA.

“These new findings underscore the challenge of predicting whether oil or gas will be found in frontier areas,” explains USGS Director Dr. Marcia McNutt. “It is important to re-evaluate the petroleum potential of an area as new data becomes available.”

The new assessment also indicates 8 trillion cubic feet less gas than the 2002 USGS estimate of 61 trillion cubic feet of undiscovered, conventional, non-associated gas. Conventional gas refers to gas in discrete accumulations, while non-associated means there is little to no crude oil in the reservoir. - More...

Alaska Science: Discovering the secrets of the master divers By NED ROZELL - In the cold waters off northern Alaska, ringed seals dive for cod and shrimp. Sometimes the seals stay beneath the ice for longer than 30 minutes, which is about six times longer than the best human diver. This ability to survive low oxygen levels has intrigued scientists for years, and has inspired a Boston physician to travel to Barrow to learn more.

Dr. Warren Zapol is the emeritus anesthetist-in-chief at Massachusetts General Hospital in Boston, a Harvard professor and a member of the United States Arctic Research Commission, the duties of which recently brought him to Fairbanks. He is an expert on the workings of the human respiratory system, and pioneered the treatment of newborns with inhaled nitric oxide, which helps “blue babies” breathe. Royalties from Zapol’s life-saving invention, developed with his Swedish research fellow Claes Frostell, have funded some of his current studies.

“He is the only polar researcher I know whose work has actually saved thousands of lives,” said Larry Hinzman, director of the International Arctic Research Center at the University of Alaska Fairbanks. - More...
