Standing water on the roadway

With monsoon rains of late I have notice more standing water on the highway. It could be an easy fix if the state would muck out the grass and dirt build up from under the guard rails allowing for proper drainage.
It would nice for this to happen before a car wreck happens from standing water or spray hitting on coming vehicle windows.
Just a thought.
