Ketchikan: Degree program in Marine Transportation Coming to UAS Ketchikan campus - The University of Alaska Board of Regents has approved the establishment of an Associate of Applied Science degree in Maritime Transportation at the University of Alaska Southeast and facilities improvements to establish a Regional Maritime and Career Center on the UAS Ketchikan campus.

UAS Chancellor Rick Caulfield thanked Senator Bert Stedman for his active interest in the proposals and the many Southeast Alaska maritime employers who endorsed them. Supporters included SouthEast Alaska Pilots’ Association, SEA Link Inc., Allen Marine, the Marine Exchange, Ketchikan Gateway Borough, Vigor, and Samson Tug & Barge. The US Coast Guard and Southeast Conference also endorsed the proposal.

Said Caulfield, “Senator Stedman and these employers know how important it is to build a skilled maritime workforce for Southeast Alaska. We greatly appreciate their expressions of support.”

For years, UAS has provided classes and training to ferry workers, the US Coast Guard, shipyard workers, sea pilots, tug and barge industry, plus fishing and charter boats. Soon, students will be able to enroll in a degree program for an AAS in Marine Transportation.

“We expect everything will be ready and approved for students to start the program by the Spring 2016 semester,” said Juneau faculty Neil Nickerson.

The new program addresses an unmet need for a formal marine transportation degree in Alaska. Importantly, the fact that it is a formal degree allows students - including those in the US Coast Guard - to access financial aid and tuition support that would otherwise be unavailable. The degree prepares individuals to handle the responsibilities of a limited tonnage vessel officer or owner. Graduates who meet sea time and other U.S. Coast Guard requirements may be qualified to work as a Captain on vessels up to 200 Tons. - More...

Alaska: Republicans say Walker Administration setting up to raid Permanent Fund - According to Alaska Republican Party Chairman Peter S. Goldberg, Governor Bill Walker and Lieutenant Governor Byron Mallott have made their most clear indication yet that they intend to use the Alaska Permanent Fund to fund state government.

Goldberg said today, “It was especially startling to hear Lieutenant Governor Byron Mallott, a Democrat, declare ‘that time is now’ to begin using the Permanent Fund to pay for more of the state’s general operations."

Lt. Governor Mallott, served as a Permanent Fund Corporation trustee (1982 – 1990) and executive director (1995 – 2000). To date, the Alaska Permanent Fund is worth over $51.4 billion. Since 1982, just over $23.3 billion has been distributed to Alaskans through PFD checks.

The governor and lieutenant governor gave extended remarks Monday during the announcement of the annual Alaska Permanent Fund dividend.

The Lt. Governor said Monday, "As we look at a budget with a roughly a $3 billion shortfall in general fund revenue, the notion, the clarity of those who founded the fund, those who developed the fund, that ultimately the purpose of the fund was to help meet Alaska's fiscal needs, its state revenue needs when the rainy day occured, when we needed to begin replacing non-renewal oil wealth with renewable financial wealth, that time is now." - More...

Alaska: Alaska benefits from growing number of seismic stations By SUE MITCHELL - Alaskans can plan better for earthquakes following the installation of almost 90 new high-grade seismic instruments capable of measuring minute vibrations in the Earth.

The instruments were installed in Southern and Interior Alaska as part of the EarthScope Transportable Array deployment, a $40 million, 5-year, temporary National Science Foundation-funded project. Scientists plan to eventually install about 260 sites.

“The ability to rapidly assess how big, what kind, and where an earthquake occurs is entirely dependent on the arrangement of stations recording it,” said Michael West, Alaska state seismologist and director of the Alaska Earthquake Center at the University of Alaska Fairbanks.

The transportable array’s instruments measure vibrations that are imperceptible to humans, gleaning immense amounts of information about the Earth. The statewide endeavor is assisted by the cooperative efforts of state and federal landowners, as well as the Alaska Native regional, village and tribal corporations working in partnership with the EarthScope project and Alaska Earthquake Center.

“Even during the short time the transportable array has been operational, we have seen tangible benefits to the state,” said Buzz Scher, chair of the Alaska Seismic Hazard Safety Commission. “Having a more focused knowledge of earthquake sources across the state will help geologists and seismologists better model Alaska’s seismic hazard. Better hazard models will result in more economical and resilient infrastructure planning for new pipelines, roads, schools and natural resource development.”

The project has also improved tsunami warning services.

“Alaska earthquakes are responsible for many of the country’s most damaging tsunamis,” said Paul Whitmore, director of the National Oceanic and Atmospheric Administration’s National Tsunami Warning Center. “The new array provides information which improves the speed and accuracy of the center’s critical initial evaluation.” - More...

Alaska Science: New dinosaur species discovered on Alaska’s North Slope By THERESA BAKKER - Researchers working with specimens at the University of Alaska Museum of the North have described a new species of hadrosaur, a type of duck-billed dinosaur that once roamed the North Slope of Alaska in herds, living in darkness for months at a time and probably experiencing snow. Ugrunaaluk (oo-GREW-na-luck) kuukpikensis (KOOK-pik-en-sis) grew up to 30 feet long and was a superb chewer with hundreds of individual teeth well-suited for eating coarse vegetation.

Earth sciences curator Pat Druckenmiller said the majority of the bones used in the study came from the Liscomb Bone Bed, a fossil-rich layer along the Colville River in the Prince Creek Formation, a unit of rock deposited on the Arctic flood plain about 69 million years ago.

“Today we find these animals in polar latitudes,” Druckenmiller said. “Amazingly, they lived even farther north during the Cretaceous Period. These were the northern-most dinosaurs to have lived during the Age of Dinosaurs. They were truly polar.”

The name, which means ancient grazer, was a collaborative effort between scientists and Iñupiaq speakers. Druckenmiller worked with Ronald Brower Sr., an instructor at the University of Alaska Fairbanks Alaska Native Language Center, to develop a culturally and geographically appropriate name that honors the native Iñupiaq people who live there today.

Druckenmiller; UAF graduate student Hirotsugu Mori, who completed his doctoral work on the species; and Florida State University’s Gregory Erickson, a researcher who specializes in the use of bone and tooth histology to interpret the paleobiology of dinosaurs, published their findings in Acta Palaeontologica Polonica, an international quarterly journal that publishes papers from all areas of paleontology. - More...

Alaska Science: Earliest evidence of ancient North American salmon fishing verified By NAOMI HORNE - Researchers in Alaska have found the earliest known evidence that Ice Age humans in North America used salmon as a food source, according to a new paper published this week in the Proceedings of the National Academy of Sciences.

The findings counter traditionally held beliefs that Ice Age Paleoindians were primarily big-game hunters. They are based on analysis of 11,500-year-old chum salmon bones found by University of Alaska Fairbanks anthropologist Ben Potter and colleagues at the Upward Sun River site in Interior Alaska. Excavation of the site has revealed human dwellings, tools and human remains, as well as the salmon bones.

“Salmon fishing has deep roots, and we now know that salmon have been consumed by North American humans at least 11,500 years ago,” said lead author Carrin Halffman, a UAF anthropologist who helped analyze the fish bones with co-authors Brian Kemp of Washington State University, Potter and others.

The findings also suggest that salmon spawning runs were established much earlier and much farther north than previously thought, at the end of the Pleistocene epoch, also known as the last Ice Age.

Ancient DNA and stable isotope analysis verified the fish remains as sea-run chum salmon that migrated upriver some 1,400 kilometers from where the mouth of the Yukon River now exists.
