Protection Sought Again for Rare Alaskan Wolf - Environmental groups are again seeking protection for the Alexander Archipelago wolf (Canis lupus ligoni) which is a rare subspecies of the gray wolf with a limited worldwide range confined to the old-growth forests of Southeast Alaska.

The Center for Biological Diversity and Greenpeace petitioned the U.S. Fish and Wildlife Service Wednesday to give Endangered Species Act protection to Southeast Alaska's rare Alexander Archipelago wolf. This is not the first time protection has been sought for this wolf.

The U. S. Fish and Wildlife Service considered protecting the rare Alexander Archipelago wolf several times in the 1990s. The agency chose not to do so, based on new standards for protecting the wolf that the Forest Service included in its 1997 Tongass Forest Plan. The petitioners said Thursday that unfortunately, the Forest Service has not held up its end of the bargain and has not adequately implemented these standards. - More...

Ketchikan: Coast Guard rescues two from sinking vessel – A Coast Guard Air Station Sitka MH-60 Jayhawk helicopter crew rescued two men from the 47-foot pleasure craft Jessie B after the vessel struck a rock in McHenry Inlet, 54 miles northwest of Ketchikan Thursday.

Sector Juneau watchstanders received notification via a phone call at about 5:30 a.m. that the Jessie B was on the rocks. A 66-year-old man and one other crewmember were cold, wet and possibly injured aboard the vessel. The watchstanders directed the launch of the helicopter rescue crew.

The Jayhawk crew located the vessel about 19 miles north of Thorne Bay just south of McHenry Inlet. The helicopter crew hoisted two men from the Jessie B before it sank. The men were safely transferred to Thorne Bay where friends met them. No injuries were reported. - More...

Alaska: Nearly 46 percent of Alaska Schools Made Adequate Yearly Progress; Begich Calls on Governor to Consider NCLB Waiver; Emphasizes need to bring local control to education - Of 505 Alaska public schools, 231 schools – or 45.7 percent – made adequate yearly progress in the 2010-2011 school year under the federal No Child Left Behind Act, the Alaska Department of Education & Early Development announced today.

Every year, the state measures schools’ progress toward the federal law’s goal that 100 percent of students be proficient in language arts and math by spring 2014. Students’ proficiency is measured by their performance in state assessments in reading, writing and math in grades 3 through 10.

Each year under No Child Left Behind, schools must meet targets for the percentage of students who are proficient, as well as targets for attendance, graduation, and participation in state assessments. In all, there are 31 targets. If schools meet all of these targets, they have made adequate yearly progress. But every few years, the targets increase. In other words, over time the bar for making adequate yearly progress is set higher. - More...

Alaska: Senators Oppose New USFWS Conservation Plan Including Three New Wilderness Designations in ANWR - U.S. Senator Lisa Murkowski (R-Alaska) today criticized the U.S. Fish and Wildlife Service for considering forever locking up America’s oil resources contained beneath the coastal plain of the Arctic National Wildlife Refuge (ANWR) by designating the area as “wilderness.”

“Despite claims to the contrary, the Fish and Wildlife Services’ efforts to designate new wilderness areas in Alaska is a violation of the Alaska National Interest Lands Conservation Act. The law is clear: under ANILCA, section 1326(b), the administration lacks authority to even conduct wilderness reviews in Alaska without the express consent of Congress,” Murkowski said. “Congress has given no such approval.”

The ANWR coastal plain holds America’s greatest potential for a major oil and natural gas discovery. The U.S. Geological Survey estimates the coastal plain has a 50 percent chance of containing 10.4 billion barrels of oil and 8.6 trillion cubic feet of natural gas, resources worth more than $1 trillion at current market prices.

“The coastal plain of ANWR holds valuable oil and natural gas reserves vital to our nation's economy, which is why Congress designated it for oil exploration more than three decades ago, and included language in ANILCA to ensure no further wilderness designations occur in Alaska,” Murkowski said. “Instead of trying to lock up our resources, we should be developing them as part of a balanced energy plan that creates jobs and bolsters our failing economy.” - More...

Alaska: Top Fishing Advisor Pleads Guilty To Making False Statements In Individual Fishing Quota Reports - United States Attorney Karen L. Loeffler announced yesterday that Arne Fuglvog of Washington, DC, pled guilty in federal court in Anchorage to one count of making false statements in Individual Fishing Quota reports to the National Oceanographic and Atmospheric Administration (NOAA) regarding where he caught fish that were then sold in interstate commerce.

The one-count information named Fuglvog, 47, as the sole defendant. Fuglvog pled guilty pursuant to a plea agreement that sets out a factual basis as follows:

From 2001 to 2006, Fuglvog, was the owner and operator of the Fishing Vessel (F/V) Kamilar. Fuglvog had permits to fish in the Gulf of Alaska for sablefish and halibut. On several occasions between 2001 and 2006, Fuglvog fished in one regulatory area and then falsely reported that the fish were caught in a different regulatory area. - More...

Alaska: Alaska Redistricting Board Officially Submits Final Redistricting Plan to U.S. Department of Justice - The Alaska Redistricting Board on Thursday submitted to the U.S. Department of Justice (DOJ) a request for preclearance of its final redistricting plan under Section 5 of the Voting Rights Act.

Section 5 of the Voting Rights Act requires that certain states - including Alaska - submit changes to their electoral processes and redistricting plans for preclearance from the U.S. Department of Justice to ensure that the proposed change is free from discriminatory purpose and will not result in retrogression in the position of racial minorities with respect to their exercise of the electoral franchise. - More...

Ketchikan: LOCAL TECHINICIANS ATTEND PELLET TRAINING CLASS IN MAINE – Mike Burnes and David Trudfam of Schmolck Mechanical Contractors., a Ketchikan based company, completed a two-day wood pellet boiler system training session at Maine Energy Systems (MESYS).  

Mike Burnes and David Trudfam attended this two-day training along with several other technicians representing companies from Maine to Alaska.  With the completion of this training they are now certified to install OkoFEN wood pellet boilers systems in residential and commercial applications.

A spokesperson for MESYS said “With the recent increase in fuel prices inquiries about our wood pellet boiler systems from both customers and HVAC technicians has grown significantly. Our technician trainings have been full every month this year. We are pleased that Mike and David made the trip to Maine from Alaska for this training.” - More...

For those unfamiliar with their track record, here are some of the more recent controversial things the TSA has done: A 95 year old woman was supposedly required to remove her adult diaper before being cleared for flying in June; In May, an 8 month old child was patted down; A traveler was twice left covered in his own urine, in March and July, when the TSA agents performing the pat-down ignored the man's warning about his ostomy bag; In April, a 6 year old was patted down; Last November, a man with no interest in either of the 2 security screening options decided not to fly and then before he could leave the airport, was told that he still had to submit to screening or face an $11,000 fine. - More...

In Alaska alone there are millions of dollars being siphoned out of public funds to private for-profit companies doing work that used to be done by uniformed service people. The recent fallacy that those tasks are done for less money by private contractors doesn't wash. No generals or admirals are being paid the bonuses and salaries paid to execs in private enterprise.
