Southeast Alaska: Roadless rule threatens Southeast Alaska economy; Proposed Settlement Fails to Protect Struggling Timber Industry in Tongass National Forest U. S. Sen. Lisa Murkowski (R-Alaska) questioned U.S. Forest Service Chief Tom Tidwell on Thursday on the potential consequences for the economy of Southeast Alaska of a proposed court settlement that would impose roadless protections on the Tongass National Forest.

“The court decision on the roadless rule holds the economy of Southeast Alaska hostage and it must be dealt with and I remain unconvinced that the settlement agreement proposed by the Forest Service resolves anything because other groups are still free to legally challenge individual project decisions,” Murkowski said.  

In March, a federal judge reinstated a 2001 roadless rule prohibiting logging and road construction in the Tongass after environmental groups filed a lawsuit. That decision reversed an exemption provided to the Tongass by a previous administration. To resolve the lawsuit, the Forest Service has proposed reinstating the roadless rule while allowing a small number of renewable energy projects to proceed. It offers no protection for 27 hydro project proposals currently being reviewed by the Federal Energy Regulatory Commission or 150 other potential hydro sites within the Tongass. - More...

Fish Factor: Fish prices in constant flux By LAINE WELCH - Call salmon buyers around the state for fish prices and you’ll get widely different responses – if any at all.

Base prices paid to Alaska salmon fishermen depend on a wide mix of variables by region, the type of fishing gear, fish returns and mostly – supply and demand and factors in global markets. Base prices also do not reflect bonuses for iced fish, dock deliveries and other agreements between a buyer and seller.   

Fish prices are in constant flux, said Geron Bruce, assistant director of the state commercial fisheries division. “Until the fish are actually sold at the wholesale level, you really don’t know what the price is going to be. So there’s a lot of uncertainty, and just a lack of information.”

Local fish biologists/managers will often share prices on fish tickets, but Bruce said some “don’t like to deal with it.”  

“They know in season information about prices is not really accurate, “he said, “So they don’t want to be putting out information that they feel uncertain about.”

Plus, Bruce added,   tracking salmon prices is not a ADF&G priority.

“There are no critical decisions that are being made by the agency in which in season fish prices are an important piece of the information,” he said.

Still, he agreed that not being able to pencil in a bottom line makes it tough to run a fishing business. - More...

Alaska: Woman Arrested on Multiple Counts of Offenses Against Children - Anchorage Police arrested a 50 year-old woman following an 8 month investigation into alleged criminal offenses against her adopted children. Anya James was arrested Tuesday and charged with 10 counts of kidnapping and 6 counts of assault in the first degree.

In early October 2010, APD Detective Chris Thomas received information and was assigned to investigate an alleged claim of child abuse against four of James’ children who were living in her home.

The Anchorage Police Department investigation revealed between 2000 and 2010, James fostered and adopted six children, collecting over $750,000 in adoption subsidies from the State of Alaska. James moved from the Eagle River area to a home on the Anchorage Hillside in 2001. James homeschooled her adopted children and severely restricted their contact with the outside world.

All of the children were allegedly subjected to years of emotional and physical abuse. They were confined to small rooms with doors and windows alarmed to notify James if the children tried to escape. James also had video and audio monitors so James could monitor the children’s activities and conversations. Inside the rooms, the children were forced to toilet in a kitty litter bucket, despite three working bathrooms in the home. - More...

Alaska: Alaska CBP Officers intercept Heroin at the Anchorage FEDEX Facility - U.S. Customs and Border Protection Officers working at the Anchorage Fed Ex facility have made three significant seizures of heroin recently.

The combined weight of the seizures came to over 6 pounds of heroin with an estimated value of $1.2 million.

The first shipment was discovered on 04/22/2011 concealed in an express shipment the originated in Malaysia. CBP Officers conducting routine examinations determined the shipment containing two small women’s purses was abnormal in weight. Further inspection revealed 432 grams of heroin sewn into the liners of the purses.

The second seizure took place on 04/26/2011. Officers were examining an express shipment that was said to contain “Baby Gifts”. Further inspection revealed commercially packaged baby wipes. The officers opened one of the packages and found taped packages of heroin. A total of 1.7 Kilograms of heroin was seized in this second shipment. - More..

jpg Dave KifferDAVE KIFFER: Batter Up - Two or three years ago, Liam asked about being in “T-ball.”

 I demurred.

Then he asked a year or so later about being in “coach pitch.”

Once again, I found some excuse to avoid it.

It’s not that I don’t like sports, I love sports. When I was Liam’s age I managed to be in just about every available youth sport.

Of course, in those recreational dark ages, that meant only Little League baseball and Church League basketball in these here parts. There were some rumblings about youth football, but no youth soccer. The swimming pools had yet to be built. There was no indoor rec center and only a couple of gyms in the community. It was pretty much just baseball and basketball and I was all in.

Not that I was particularly good at either, but I sure was enthusiastic in my athletic mediocrity. More on that in a minute.

Okay, it’s not like we’ve been keeping Liam out of sports entirely. He’s been running in miles and 5-Ks since he was six or seven. He started micro soccer around the same time and still does indoor and outdoor soccer.

We even thought about Killer Whales swim team, but it turns out he has inherited the Kiffer talent for sinking. Good thing there isn’t a Youth Scuba League.

But when it came to the “serious” sports, well,  I just didn’t want to go there. Even some 40 years ago, it wasn’t always a pleasant experience taking part in youth baseball and basketball.

Oh, we kids had a good time. It was the parents who sometimes messed things up.

And I really didn’t want to become one of “those” parents!

Now, I realize I am painting all the parents of these sports with a broad brush and that’s unfair because 95 percent of them are great people who volunteer their time and just want to their kids to have a great time.

The other five percent are bound and determined to take things too seriously and ruin it for the rest. - More...

letter Concerned By Marcie Pungowiyi - I am writing because I am concerned that a Ketchikan trailer park may be possibly operating under questionable/ shady business practices. Earlier this year I was interested in purchasing a mobile home. I talked with several mobile home owners, who were selling. Both owners warned me that I would not get approved for parking space, that no one gets approved. I was concerned by the comments, but I like to give people the benefit of the doubt. With a good record, credit, & long term employment, I did not feel I had anything to worry about. I went to this local office 3-4 times during their office hours and there was no one there each time. When I did finally catch up to the manager, I filled out a credit check application & turned it in to the manager. I was informed that I had to fill out a separate credit check for each adult. These run $20 bucks each, which I did, but this bothered me because all of the information was on the application I had already filled out. letter Request for help with research on Unangan at Ward Lake in WWII By Rachel Mason - I am writing to request information and suggestions from knowledgeable Ketchikan residents. Lost Villages of the Aleutians is a National Park Service project documenting the history of four villages that disappeared during World War II. In 1942, the residents of three tiny Aleutian villages, Makushin, Kashega, and Biorka, were among those who were brought by boat to stay near Ketchikan at the Ward Lake CCC camp. Some of them died and were buried in the Ketchikan cemetery. After the war, their numbers further diminished by illness and attrition, the residents of those villages were not permitted to return to their homes. By Florian Sever - Sealaska Corporation is due to receive yet another allotment of land, separate and apart from the land that Sealaska is trying to get through the Sealaska Lands Bill. Sealaska has asked the BLM for 11 acres of land surrounding the falls where Lake Redoubt drains into Redoubt Bay, near Sitka.  The falls are a popular site for subsistence fishing for sockeye salmon.  Many people in Sitka rely on this fishery for a part of their livelihood.  I question what Sealaska shareholders have to gain from the proposed conveyance of 11 acres of Forest Service land at Redoubt Falls into private Sealaska Corporation hands. - More...
