Alaska:
Governor Invokes Constitutional Provision, Adjourns Legislature, Calls Special Session Following Legislative Impasse – Governor Sean Parnell Sunday invoked Article II Section 10 of the Alaska Constitution, and adjourned the Alaska Legislature. The action to adjourn the Legislature comes after the governor received a resolution from the Alaska House of Representatives certifying they disagreed with the Senate on adjournment.

The governor then immediately signed a proclamation calling the 1st special session of the 27th Alaska Legislature effective April 18 at 1 p.m. to address the budgets, Alaska Performance Scholarship Fund, and the Susitna Hydro Project, among limited but significant topics.

“The House has taken every action possible to pass a budget, and they have clearly shared my vision for less spending and greater individual freedom and opportunity,” Governor Parnell said. “The House has fully vetted, debated, and boldly stepped forward on issues important to Alaska’s economy and her families, including taking actions to provide more oil production as the lifeline of our economy and security for the future. - More...

National: S&P Cuts U.S. Debt Outlook to Negative; Political Decision Says Whitehouse - Standard & Poor's Ratings Services said today that it affirmed its 'AAA' long-term and 'A-1+' short-term sovereign credit ratings on the United States. However, Standard & Poor's also said that it revised its outlook on the long-term rating of the U.S. sovereign to negative from stable.

Standard & Poor's said our ratings on the U.S. rest on its high-income, highly diversified, and flexible economy. It is backed by a strong track record of prudent and credible monetary policy, evidenced to us by its ability to support growth while containing inflationary pressures. The ratings also reflect our view of the unique advantages stemming from the dollar's preeminent place among world currencies.

"Although we believe these strengths currently outweigh what we consider to be the U.S.'s meaningful economic and fiscal risks and large external debtor position, we now believe that they might not fully offset the credit risks over the next two years at the 'AAA' level," said Standard & Poor's credit analyst Nikola G. Swann.

"More than two years after the beginning of the recent crisis, U.S. policymakers have still not agreed on how to reverse recent fiscal deterioration or address longer-term fiscal pressures," Swann added.

In 2003-2008, the U.S.'s general (total) government deficit fluctuated between 2% and 5% of GDP. Already noticeably larger than that of most 'AAA' rated sovereigns, it ballooned to more than 11% in 2009 and has yet to recover.

On April 13, President Barack Obama laid out his Administration's medium-term fiscal consolidation plan, aimed at reducing the cumulative unified federal deficit by US$4 trillion in 12 years or less. A key component of the Administration's strategy is to work with Congressional leaders over the next two months to develop a commonly agreed upon program to reach this target. The President's proposals envision reducing the deficit via both spending cuts and revenue increases. - More...

Sitka: License Revoked for Sitka Sport Fishing Guide; Jail and Fine Imposed for Illegal Acts - Eric John Morisky, a licensed sport fishing guide for Dove Island Lodge in Sitka, was sentenced by Superior Court Judge David George on April 12, 2011 for three misdemeanor offenses related to acts committed while Morisky was working as a sport fishing guide. Morisky was sentenced on one count of aiding or permitting a violation by a sport fishing client, making a false entry in a saltwater log book and one count of prohibited retrieval of shellfish gear by a sport fishing guide with paying clients on-board.

In June 18, 2009, Morisky guided two Alaska Wildlife Troopers, acting in a covert capacity, on a guided sport fishing trip for halibut, king salmon and rockfish through Dove Island Lodge. While on the guided sport fishing trip, Morisky aided a client in retaining an over limit of king salmon after the client had asked about the limit. Alaska law requires guides to accurately fill out the saltwater sport fishing logbook reflecting the number of fish caught by each client. Troopers observed that Morisky provided false information in the logbook by failing to reflect the over limit of yellow eye retained by one client by logging the over limit of fish under another clients name. Morisky did the same thing for an over limit of halibut. Morisky also pulled shrimp and crab pots while acting as a sport fishing guide with paying clients on board his vessel. Troopers observed a number of other offenses which were dismissed as part of the plea agreement. - More...

Fairbanks: Store owner liable for hostile work environment - The Alaska State Commission for Human Rights has found a Fairbanks store owner liable for subjecting an employee to a hostile work environment because of her religion. Lynn Dowler, who worked at the Goldstream General Store in Fairbanks for 27 years, alleged that Paul Kopf made almost daily derogatory and offensive comments about Catholics, and that the harassment became so intolerable that she was forced to resign.

A State administrative law judge held a hearing on the matter and found that Dowler's allegations were supported by the evidence. The Commission adopted the judge's findings and ordered the Goldstream General Store to provide back pay and front pay to Dowler in the amount of $76,853, including interest. - More...

Alaska: Murkowski Presses Commerce Secretary For Fishery Protections; Senator Tells Locke To “Save Your Dollars” On Spatial Planning Projects In Alaska – Senator Lisa Murkowski last Thursday highlighted the importance of Alaska’s fisheries in a series of questions with Secretary of Commerce Gary Locke at a Commerce, Justice and Science Subcommittee hearing of the Appropriations Committee. “Over half of the fish harvested in the United States comes from sustainably-managed Alaskan fisheries – yet we receive a disproportionate share of the overall funding,” Murkowski said. “We have the best fisheries science and management in the country and we must not lose that.”

The National Oceanic and Atmospheric Administration (NOAA) works within the Department of Commerce, conducting research and managing Alaska’s federal fisheries. Cuts being considered to NOAA’s budget may affect fisher stock assessments in Alaska and diminish the data used to set catch limits. The less accurate the numbers, the more likely quotas will be set more conservatively, which could cost the State and fishing industry lost revenue.

During the hearing, Senator Murkowski gained Commerce Secretary Gary Locke’s assurance that fish surveys will not suffer from the budget cuts being proposed. Secretary Locke guaranteed that he and the White House realize how crucial Alaska’s fisheries are, and that the President has approved an increase in funding. - More...

letter KIC By Stephanie Rainwater - On my recent trip to Ketchikan, I was pleasantly surprised and delighted with all the new construction projects going on within the Ketchikan Indian Community (KIC).  Capital Project Manager Construction Trades Lead Adjunct, Charles Edwardson and KIC President Norman Arriola gave me a tour of KIC’s Southern Southeast Technical College, which will provide training skills for Southeast Alaska youth, Native and non-native.  Norman Arriola stated, “Tribal Council established a college endowment fund to assist students’ to further their education, this was set up in 2007.” Last year Charles Edwardson used his personal funds to travel to the Legislative Fly to secure state funding for this project, this proved to be a successful endeavor, the state’s contribution was half a million dollars and according to Charles there is more state funding to come.  Hat’s Off to Charles Edwardson! You seem indignant that I cited Wikipedia as a source describing “viability”. Yet you offered no better definition and no source at all. I used this information in my letter, published March 7, 2011, because it seemed in complete agreement with what I had learned in my university classes in biology, anatomy and kinesiology. If you can site a source describing viability as an exact point of development along the continuum from conception to birth then you probably will find numerous pediatricians arguing that they can deliver babies with less weight, less gestation and less development who are viable.
