The Enigma of the Wolf
Wolves are mysterious, beautiful and such a rarity to view. Thursday, six were sighted together and a couple looked back briefly before running off, just long enough to get the best shot -- a photograph.

Ketchikan: Elliott Bay Design Group Opens Office in Ketchikan - Elliott Bay Design Group (EBDG), the naval architecture and marine engineering firm based in Seattle and New Orleans, has established an office in Ketchikan to meet growing customer demand in Alaska.

Elliott Bay Design Group is a full service vessel design and engineering firm offering naval architecture, marine engineering and production support services to owners, operators and shipyards across the country. Elliott Bay Design Group stated in a news release it is the preferred service provider for a number of Alaska-based companies with which it shares long-standing relationships.

Elliott Bay Design Group (EBDG) is a member of the Ketchikan Marine Industry Council, sharing that body's commitment to expanding Ketchikan's marine industrial capacity. The Ketchikan Marine Industry Council's diverse membership represents a cross section of Ketchikan's business and civic leaders and highlights the city's many strengths and capabilities.

Said Brian King, EBDG VP of engineering, "This move enables us to better serve our Alaska clients and to establish new relationships and deepen existing ones. We hope to enjoy beneficial business partnerships in the state for some time to come."

The new office is located in Ketchikan's Ward Cove community at 7559 North Tongass Highway and will serve as EBDG's base of operations within the state. This recent move represents months of strategic planning and occurs in alignment with the company's stated goals to provide support to clients operating within Alaska and to serve as a regional resource for quick reaction field engineering. - More...

Fish Factor: Governor Answers Questions By LAINE WELCH - Governor Parnell took to the statewide airwaves last Tuesday to answer questions from Alaskans on APRN’s Talk of Alaska.

Of fishing interest:   A Cook Inlet set netter asked about his stance on the proposed Chuitna coal mine in Cook Inlet that would set a precedent by removing, among other things, 11 miles of salmon streams.   “Didn’t you say you would never trade one resource for another?” she queried?

“And I won’t,” Parnell responded.  “I’ve seen the written misinformation about Chuitna and the decision that was made on a proposal to basically stop any permitting and stop any activity,” he added.  “There has been no decision made to allow the mine to go forward. Certainly, a company can work the permitting process and the public process, but until such time as that’s allowed to play out … I don’t know what else to say except that my job is to make sure that the public has access to that process,  that they have input, that the science is there and then that the department makes a good decision. And we are not anywhere close to that at this point.”

On reserving water rights to protect salmon streams -   That’s an important one”, the governor said.  “We are the only state in the union that allows a private party to tie up water from other parties. And the only way I think to constitutionally have a process where everybody has a say in the water, is for a government entity to hold those water reservations and not private entities. So that’s one of the reasons we moved forward with legislation to accomplish that”.

On Anglo-American pulling out of the Pebble Mine project - “What message does that send to other investors?” a caller asked.

“Well, it certainly sends a message that, at least in the case of Pebble, a company is going to have a struggle even getting into the permitting process,” the Parnell responded. “And that means there will be less investment in Alaska in that kind of activity. Of course I am concerned when that happens because it has spill over into smaller areas and other industries.  But we are where we are right now and  I cannot invest  time and effort on a Pebble permitting process when there isn’t a company to come forward. So that’s where I’ve left it at this point.”

A Sitka caller asked the governor if the State has a monitoring system in place for the continuing radioactive threat that is coming from the leaking Fukushima nuclear plant in Japan.

“We do, and it is something that the Dept. of Environmental Conservation is watching closely, along with federal agencies including NOAA and the EPA,” he said. “So far in our biological testing of fish we have seen no evidence of that, and our federal government contemporaries, including the military and Homeland Security and Defense organizations that look over this. They have indicated that they have not seen environmental contamination in the fish that are returning to Alaska.  So it is an ongoing monitoring effort with our state and federal agencies, but it is not something that has posed a risk to date.” - More...

Southeast Alaska: New Adult Substance Abuse Treatment Program Opens – A new “Best Practice” addictions treatment program will be opening in Sitka on October 1st that will be serving both Native and non-Native individuals in Southeast Alaska. This substance abuse treatment service will be offered at the Intensive Outpatient Treatment (IOT) level of care by the SouthEast Alaska Regional Health Consortium (SEARHC) within the Division of Behavioral Health (DBH)

SEARHC will have the capacity to offer more individuals the addictions services needed who cannot afford the cost or the time away from home that other residential services require.

The new outpatient program is being built upon the Matrix model of care; an internationally renowned treatment approach that has repeatedly proven successful in restoring the lives of thousands of individuals and their families around the globe. This Intensive Outpatient Treatment (IOT) program is licensed and recognized by the State of Alaska to provide a full array chemical dependency services for both self referred applicants as well as those mandated by various state and local entities. - More...

Southeast Alaska: SEARHC Has New Partner for Medevac Services – SouthEast Alaska Regional Health Consortium (SEARHC) announced that the organization has inked an agreement with Guardian Flight to provide medical evacuation services starting October 1, 2013.

In the quest to find the most appropriate ways to best use resources as well as to provide patients with the best possible care, SEARHC said they made the decision to consolidate Medevac services to a single provider, rather than utilizing multiple providers. - More... Alaska Science: 90-mile aqueduct still etched in Interior hills By NED ROZELL - Like a bright yellow contour line painted above the Steese Highway, the Davidson Ditch now reveals itself by the flagging autumn birches and poplars that clog its path.

90-mile aqueduct still etched in Interior hills

A water pipeline near U.S. Creek that makes up part of the Davidson Ditch, a 90-mile aqueduct from the upper Chatanika River to near Fairbanks. Workers finished the project in the late 1920s. It lasted until the late 1960s, when a flood damaged the containment dam.

The 90-mile system of canal, pipeline and tunnel becomes harder to see with each passing day, but the engineering triumph once helped prevent Fairbanks from ghosting out. The 1920s-era aqueduct provided the water needed to float dredges the size of apartment complexes and power hydraulic giants that firehosed water at Tanana River valley hillsides, stripping them to bedrock.

In the early 1900s, migrants from the Klondike gold rush were splashing through every creek around Fairbanks. By 1920, those men had panned much of the near-surface gold, and many were looking to move on to the next action. That’s when a college-educated stampeder saw a way to mine the low-grade deposits with massive machines and more efficiency.

The United States Smelting and Refining Company, a Maine corporation with headquarters in Boston, operated the Fairbanks Exploration Company, which was devoted to removing gold from the streams of the Tanana Valley. At the urging of a civil engineer named James Davidson, leaders of the company decided to build a water-moving system from the upper Chatanika River to Fairbanks. - More...

letter No on Prop # 1: KMC Construction Bond By Douglas J. Thompson - I am wondering how many citizens and hospital owners here in Ketchikan are aware that Peace Health regards them as second class patients in their own hospital?  I am referring to the policy that cruise ship passengers have preference over locals in emergency room treatment.  If you as a local go to the emergency room you will wait until all cruise ship passengers are seen before you will be attended to.  This means that you who are paying for the facility are neglected while Peace Health taps the money of the cruise passengers. - More...

letter In Favor of Prop #1, KMC Extension By Katie Nelson - I am totally in favor of the hospital  extension.  Through the years additions were made on the hospital and many requests were made for additions.  We are the main hospital in SE Alaska and now in need of an up to date Surgical Unit.  We currently have ONE surgical unit. - More...

letter An open letter and fact sheet to address negative and inaccurate statements about the MSC program by ASMI, Alaska elected officials and trade journal reporting By Kerry Coughlin - For many years, Marine Stewardship Council (MSC) worked closely and collaboratively with the Alaska Seafood Marketing Institute (ASMI) to support its charter to market Alaska seafood in global markets.  With demand for credible, independent third-party scientific confirmation of sustainability by many market buyers, MSC certification has served as a benefit for Alaskan and other fisheries in marketing to these buyers.  We are proud of our relationship with the Alaskan fishing industry and proud to help bring fishermen, industry members, government fishery managers and state leaders recognition for their demonstrated commitment to sustainable fishing. - More...

letter Cruise with a Mission Port Cancelation in Ketchikan By Richard A. Parke - As you may be aware, Cruise with a Mission, a ministry of the Center for Youth Evangelism in Berrien Springs, Michigan, was aboard the m/s Oosterdam (a Holland America Line ship) the week of September 15-21. Our itinerary was supposed to take us through Ketchikan on September 20. Unfortunately, due to poor weather conditions we were unable to make the stop at Ketchikan's port. We were saddened by the news that we would no longer be able to visit your community, as we had no control over our schedule onboard and had made arrangements to conduct service projects in the community during our short time there. - More...

letter RE: Open Letter: Will Murkowski stand strong? letter FairTax By Beverly Martin - When family, friends and neighbors are signing up for food stamps and unemployment or your kids or grandchildren can't find a meaningful job after college, it's hard to swallow government claims about the economy improving. There's a reason for why it's hard to believe things are getting better. For the middle class and poor the economy is not improving. After adjusting for inflation, today's median income for family households is the same as in 1980. Since the 1970's, the median income for men working full time has remained stagnant. Last year 1.7 million Americans used government help to stay above the poverty level. (New York Times Lowrey 9/17/13). - More...

letter Vote yes KMC! By Bess Clark - As a longtime resident of this community, I want to express my support for our local hospital, Ketchikan Medical Center. Over the years, I have had first-hand experience with the doctors, nurses and staff at KMC from routine care in the medical clinics to various surgeries. My family members have always received outstanding medical and surgical care from excellent caregivers. I have always been so thankful to be able to receive high-quality, attentive health care right here in Ketchikan. It's my experience that it is always best to receive care from those who know you best, where you can be supported by your friends and family during your recovery process. - More...

letter KMC Prop 1 - Vote NO! By Chris Barry - If we are being taxed to pay for a non-profit, and paying everytime we use its services, why are we needing to pay for a remodel? As far as I hear, 'they say' the tax already covers it and no additional taxes are required. Gee, where have I heard that before.... Every year, and throughout the year they brag about their stellar facilities and services. State-of-the-art this and that. Now all of a sudden we will all die if we don't vote yes on more debt! - More...

letter State must defend due process rights of all Alaskans By Attorney General Michael Geraghty - In 1965, Ernesto Miranda was found guilty of kidnapping and raping a young girl. Miranda’s attorneys challenged his arrest and the police interrogation that led to his confession. The U.S. Supreme Court held that because the police failed to tell Miranda about his basic constitutional rights when they arrested him, they violated his “due process” rights. That landmark case established what we now know as our Miranda rights, the basic constitutional protections that all of us (not just Miranda) expect as United States citizens. - More...

letter Federal Tax Code Failures By Fred Walker - Federal Government intervention has destroyed or driven many U.S. Based businesses and their related jobs to other Countries. The U.S. Congress has lost control of the IRS. The Constitution means nothing to many in the U.S. House and Senate. No Constitutionally required Federal Budget has been passed in years! Vote buying by those with the money to influence elections for personal gain and further prostitution of Ou rRepresentatives and Senators is rampant! The perversion of Federal Tax Code has destroyed the idea of Citizen representation and "equal" taxation originally instituted by the U.S. Constitution. Most of the current Congress continues to support an IRS strangle hold on every U.S. Citizen's throat! - More...

letter FUNDING KMC CONSTRUCTION By Herb Small - I AGREE WITH ED PLUTE. AS OF 2012, THERE WAS A POPULATION IN THE CITY LIMITS OF KETCHIKAN OF 8,119. IF YOU DIVIDE THAT INTO $43,000,000.00, EACH PERSON WOULD BE SIGNING A NOTE FOR $5,296.22 AS THEIR PART IF THIS DOESN'T GET PAID BY TAXES WHILE A SO CALLED NON-PROFIT HOSPITAL MAKES LOADS OF MONEY FOR A RENT OF, WHAT I'VE HEARD, ONE DOLLAR A YEAR. - More...
