Rare Full Moon
The Celebrity Millennium is pictured while docked at Berth 4 in Ketchikan under a rare full moon Tuesday night. This month's full moon, which rose on Tuesday (Aug. 20), is not just a Blue Moon - it's also the Full Sturgeon Moon, the Full Red Moon, the Green Corn Moon and the Grain Moon. August 20th's full moon qualifies as a Blue Moon because it's the third full moon in a season with four (most seasons have only three).

Ketchikan: Stranded Alaska Cruise Sailing Cancelled Along With Four Other Cruises - Celebrity Cruises announced late Tuesday night the remainder of Celebrity Millennium's seven-night Alaska cruise is cancelled due to a mechanical issue making it necessary to perform unscheduled repairs. The mechanical issue also forced the cancellation of four other cruises on the 965-foot ship that were scheduled for August 23, August 30, September 6 and September 13.

The 2,138-passenger Celebrity Millennium made an unscheduled return to Ketchikan, late Sunday due to a problem with one of its two propulsion units, and a fix has yet to be found, the line says.

Celebrity Cruises has arranged charter aircraft to fly the Millennium passengers home from Ketchikan today (Wednesday) and has sent 30 members of its guest services team to the ship to assist with the process.

Celebrity Cruises said in a statement late Tuesday night the company will provide its passengers with a full refund and all monies paid will automatically be processed back to the original form of payment within the next three weeks. Celebrity Cruises will also provide the passengers with a cruise certificate for a future cruise on Celebrity Cruises.

"We are deeply sorry that we were unable to deliver the Celebrity cruise vacation that our guests anticipated," the line said in the statement. - More...

Ketchikan: State releases school ratings under new accountability system - The first year’s results of the state’s new accountability and support system for Alaska’s public schools has been released by the Alaska Department of Education & Early Development.

Through a federal waiver from major provisions of the No Child Left Behind Act, the Alaska School Performance Index (ASPI) replaces the accountability system of Adequate Yearly Progress.

“The goal of using the ASPI rating system is to inform schools and the state of local outcomes in critical areas,” said Alaska Education Commissioner Mike Hanley. “By doing so we are able to focus resources in areas of challenge, and continue the efforts that produce success.”

Alaska received the waiver because it proactively adopted academic standards for kindergarten through grade 12 that prepare high school graduates to be ready for careers and postsecondary education; adopted regulations that require school districts to consider student achievement when evaluating educators; and crafted an Alaska accountability and support system, known as the Alaska School Performance Index.

Statewide fifty-two of 503 rated schools earned five stars, the highest rating; 190 schools are four-star schools; 162 schools are three-star schools; 49 schools are two-star schools; and 50 schools are one-star schools. Collectively, nearly 92 percent of students attended schools in 2012-2013 that earned three stars or above.

Alaska gives each school a rating from one star to five stars. Of the ten Ketchikan schools, six received 4 star ratings, three received 3 star ratings, and one received a 1 star rating. - More...

Governor Asks Interior to Reconsider ANWR Plan – The State of Alaska today formally asked U.S. Fish and Wildlife Service Director Daniel Ashe to reconsider and reverse his agency’s denial of the state’s Arctic National Wildlife Refuge (ANWR) Alaska National Interest Lands Conservation Act (ANILCA) Section 1002(e) Exploration Plan.

“The regional director’s decision was both an inaccurate and restrictive interpretation of federal law that blocks Congress and the public from better understanding ANWR’s natural resource potential,” Governor Sean Parnell said.

“I am confident the director will take a hard look at that decision, in light of the state’s strong legal position and the enormous opportunity the state is offering to the nation in its exploration plan. Fundamentally, the question remains – ‘Why doesn’t the current administration want to know more about ANWR’s natural resource potential?’” - More...

Alaska: State public assistance division earns bonus awards for food stamp program accuracy; Alaska is second in nation for payment accuracy - The state Division of Public Assistance will receive two bonus awards totaling $710,531 for outstanding performance in administering the food stamp program during federal fiscal year 2012.

“Given the range of challenges that DPA staff deals with on a daily basis, this is a fabulous achievement,” Health and Social Services Commissioner William J. Streur said. “It speaks volumes to the expertise, dedication, and professionalism of the division’s excellent eligibility technicians and outstanding quality assessment team.”

The food stamp program, also known as SNAP (Supplemental Nutrition Assistance Program), served an average 93,123 low-income Alaskans monthly during the award period. Alaska placed second in the nation for both the payment error rate and the case and procedural error rate. The national average for the payment error rate was 3.42 percent; Alaska’s error rate was 1.07 percent.

According to the U.S. Census Bureau, the 2012 population estimate for Alaska was 731,449 which would indicate that approximately 8% of Alaskans receive food stamps monthly. - More...

Sea ice decline spurs the greening of the Arctic By NED ROZELL - Sea ice decline and warming trends are changing the vegetation in nearby arctic coastal areas, according to two University of Alaska Fairbanks scientists.

Uma Bhatt, an associate professor with UAF’s Geophysical Institute, and Skip Walker, a professor at UAF’s Institute of Arctic Biology, contributed to a recent review of research on the response of plants, marine life and animals to declining sea ice in the Arctic.

“Our thought was to see if sea ice decline contributed to greening of the tundra along the coastal areas,” Bhatt said. “It’s a relatively new idea.”

The review appeared in a recent issue of Science magazine. It is a close, comprehensive look at how the losses of northern sea ice affect surrounding areas. Bhatt and Walker were two of ten authors.

The review team analyzed 10 years worth of data and research on the subject. The findings show that sea ice loss is changing marine and terrestrial food chains. Sea-ice disappearance means a loss of sea-ice algae, the underpinning of the marine food web. Larger plankton is thriving, replacing smaller, but more nutrient dense plankton. What that means exactly is not yet understood.

Above water, loss of sea ice has destroyed old pathways of animal migration across sea ice while opening new pathways for marine animals in others. Some animals and plants will become more isolated. In the case of the farthest north and coldest parts of the Arctic, entire biomes may be lost without the cooling effects of disappearing summer sea ice.

Walker, a plant biologist, says warming soils provide an opportunity for new vegetation to grow where less vegetation occurred previously. This contributes to a general greening of the Arctic that is visible from space. Bhatt, an atmospheric scientist, examined a 1982-2010 time series of remote sensing data to examine trends in sea ice, land-surface temperatures and changes in the vegetation abundance. - More...

My Ketchikan Public Utilities electric bill fell late in Dec. after my daughter forgot to tell me that the KPU worker came and told me to have my payment in by noon. It was 12:26 and I was still getting ready to go. My late charge was $350.00 and was told that if my payments were paid on time it would be applied. I am also on a fixed income. All totaled I paid close to $1000.00 to have my lights turned back on. They knew I have a grandchild living with me and it was Christmas. We went without lights for 3 weeks. - More...

letter Trayvon Martin's death By Duane Hill - Criticism aimed at George Zimmerman is based on GZ not profiling or stereotyping Trayvon Martin as being the depraved and violent criminal he proved to be. GZ "should have known better" (Why?) than expect TM to act as a responsible and civilized human. letter On the Death of Our Beloved Son By Cody & Kathy Evans - There used to be a sign painted on the roof of an old barn between Eugene and Reedsport, Oregon.  It said “Soldiers of the Cross ARMOR UP.”

For years I drove past that barn and thought just being a good Christian meant being “ARMORED UP.”  Over the last few days I have come to realize it means much more, it means war.  On 08-03-13, our beloved son died after being tormented by a person he went to Ketchikan High with - used to be buddies with and probably even did some drugs with.  His friend has become a drug dealing monster with no soul.  He tormented our son, broke into his home and beat him while asleep in bed, but our son refused to press charges, saying “You don’t understand he used to be a friend of mine.  Maybe he has it out of his system now.” - More...

letter KPU By Joey Garcia - I would like to get a clarification on the kind of billing the Ketchikan Public Utilities (KPU) has for the sake of enlightenment to what I need to know. When my wife forgot to pay a month after receiving a statement from the KPU Office last July 2012, she was appraised of a penalty for late payment of $50 for cable and $50 for internet. Having to note that these penalties chunked down so as to save our hard earned cash for budgeted expenses relevant to the "take it or leave it" Ketchikan style of revenue economy, when I inquired personally, a KPU personnel told me that this penalty can be applied to billings for one year from date of payments, e.i.
