Chestnut-backed Chickadee
Surrounded by beautiful fall colors, this little forest bird makes a striking pose. The Chestnut-backed Chickadee is a small passerine bird in the tit family, Paridae. It is found in the Pacific Northwest of the United States and western Canada, from southern Alaska to southwestern California. It is a permanent resident within its range, with some seasonal movements as feeding flocks move short distances in search of food. They usually move to lower elevations in the same area upon onset of winter and move back up to higher elevations in late summer.

This event is the first to emphasize the maritime trades that will be held at a shipyard in the nation.  The event will provide an opportunity for high school students to explore and interact with industry experts to help aid the students in mapping out career paths within the construction industry.

More than 230 students from the Ketchikan School District and neighboring island schools within Southeast Alaska will visit the Ketchikan shipyard to learn more about career opportunities in the maritime sector on Monday. Other participating school districts include Hydaburg, Wrangell, Petersburg, Metlakatla, and Craig.

Students will be able to explore interactive exhibits, trade industry displays and heavy equipment demonstrations at the Ketchikan shipyard. Planned activities include hands-on participation with welding; marine electrical; joinery; machinist; CNC cutting; electric power generation; oil and gas occupations; marine engineering and naval architecture; knots,  splicing, and ropes; and even float plane maintenance.   Representatives and employers of the Alaska and Pacific Northwest region marine and construction industry sectors will be providing career information along with hands-on experiences for students and participants. - More...

Southeast Alaska: Sealaska President & CEO Chris McNeil, Jr. announces retirement - The regional Native institution Sealaska announced today the retirement of President & CEO Chris E. McNeil, Jr.

“Chris has a long history with Sealaska, and his leadership has guided us through many challenges and opportunities,” said Albert Kookesh, Sealaska board chair. “He has worked tirelessly on behalf of our tribal member shareholders and the Alaska Native community and we owe him and his family a tremendous debt of gratitude for his service.”

McNeil served as president and CEO for the past 12 years, and will retire within the next nine months, after a successor has been selected by Sealaska’s board of directors. McNeil will continue to lead Sealaska as its president and CEO throughout the recruitment and hiring of a new chief executive officer.

“Our entire management team and board will continue to be highly focused on accomplishing our strategic plan,” McNeil said. “My personal and professional commitment is to work closely with the board and an independent and reputable executive recruitment firm to ensure a seamless leadership transition. - More...

Ketchikan: Ketchikan Borough Celebrates 50th Birthday By DAVE KIFFER - When the Ketchikan Gateway Borough was created in September of 1963, as one of the first boroughs in the state it was big news, right?

Not exactly, not even in Ketchikan.

If you look at the Ketchikan Daily News front pages from mid September of that year, there is barely a peep about the new form of local government, which was formally created on September 13.

Big news that week was a meeting of the British Columbia Chambers of Commerce, here in Ketchikan because the local chamber was, at that point, affiliated with the Canadian group. Several hundred delegates from the across the region were arriving in Ketchikan, many on the brand new Alaska Marine Highway ferries that had begun operation earlier in the year.

Other big news that week? Five US Coast Guard admirals were in town on an inspection tour, visiting the local base.

Also a very rare form of "ragfish" was caught by a local gillnetter.

And Dwight Cramer, who had been a doctor in Ketchikan for nearly three decades, died suddenly.

The formation of the Ketchikan Borough wasn’t even big news compared other borough news throughout the state. Just days after the first Ketchikan Borough Assembly was seated,  the Ketchikan Daily News, in banner headlines, reported Anchorage and Fairbanks voters dramatically said “no” to borough creation.

That same week, Sitka overwhelmingly said yes to a borough and Juneau voters barely approved a borough plan. That was long before any of those communities even began the controversial discussions about combining city and borough governments.

In Ketchikan the vote to create a borough, on September 9, had easily passed by a 1,155 to 125 margin, according to the Daily News. Bob Ward received 767 votes to be the first Borough Chairman, the forerunner of the position of Borough Mayor. Other successful candidates for the first Assembly were Don King, Dean Morgan and Carl Porter.

The other three Assembly seats were to go to members of the current Ketchikan City Council. The process of filling those seats turned out to be more difficult than expected as several council members initially declined to sit on both bodies.

Eventually, Council members Norman Gerde, Bob McKinley and Ted Ferry were named to the Assembly. Then McKinley said he was “going hunting for a month” and abruptly resigned. McKinley was replaced by Harry Ludwigsen on the first Assembly. - More...

Fish Factor: 2013 Salmon Catch One for the Record Books By LAINE WELCH - As expected, Alaska’s 2013 salmon catch is one for the record books. Early tallies by state fishery managers show that fishermen caught 272 million salmon this summer, smashing the previous record of 221 salmon in 2005. The fishery was powered by a whopping catch of 219 million pinks.

In terms of money, the preliminary harvest value of $691 ranks second to the $724 million of 1988, called an “outlier” season by salmon managers. They also predict that once all post season bonuses and price adjustments are determined by salmon processors, the 2013 season could be the most valuable salmon harvest in Alaska’s history.

Some highlights:   For the second year running. Southeast again claims the title for the Alaska region with the highest salmon volumes and overall value.  Fishermen caught more than 100 million salmon for the first time ever, valued at nearly $220 million at the Panhandle docks.

Prince William Sound fishermen ranked second with a catch of 98 million salmon, valued at $162 million. Both Southeast and PWS had their largest pink salmon harvests at just over 91 million and 89.2 million, respectively.

Kodiak was third in terms of salmon catches at nearly 32 million fish, and fourth for value at $62 million.

Bristol Bay is still home to Alaska’s most valuable salmon fishery, with Bay sockeyes totaling $138 million at the docks this summer. - More...

letter Government Tea Party Time By Norbert Chaudhary - I've got to say that I'm damn proud of the Republican Party. They've done this country a great service battling Obama at every turn and on every issue for the last five years. By defending tax breaks for the rich, reminding us that Corporations are people too and vigorously defending the rights of the mentally ill to own assault rifles, they know what priorities are important to the American people! - More...

letter How much longer will Lt. Governor Treadwell abuse his position? By Andrée McLeod - When will Alaska be rid of its seriously conflicted Lt. Governor? How much longer will Lt. letter What do we deserve? By Duane Hill - I'd say the Obama supporters are getting what they deserve. If you poke around the net, and I recommend Drudgereport, legalinsurrection, and breitbart.com/big-government, you will discover that this fedgov "shutdown" leaves 87% of the fedgov working. Various federal agencies are under orders to do whatever they can to make life miserable for the public and blame the Republicans for it. Ketchikan readers might recall that Ward Lake was shut down in spite of the minimal expense involved with keeping it open, in fact, it cost more man hours to keep it shut down than to keep it open. This is true of many National Parks across the US. - More...

letter So I don't know? By Mark Curran - I know what Mr Shipp thinks and believes, because, until I read the fine print, I was fooled too. Just a very simple tax you pay at time of purchase, I know the great sounding speil. - More...

letter BC mine proposal on Unuk headwaters By Victoria McDonald - Since 2008, Seabridge Inc of Toronto, Canada has been compiling studies and engineering plans, into a 42 volume, 3,100 page document concerning the KSM mining proposal on the headwaters of the Unuk River. Seabridge was in Juneau in late August to talk to State and federal officials and met with a few tribal officials to give an hour and a half power point presentation. Water quality issues that will result from this massive project were described as one-of-a-kind technology that will be used to treat huge amounts of storm water, ground water and millions of gallons of water expected from three huge pits, all expected to produce acid mine drainage. The EA describes the seismic threat as moderate, but did not address how a seismic event could affect the drainage tunnel s power supply or the power plant necessary to protect downstream water quality. - More...

letter Don Young Asked to Sign Clean Continuing Resolution By Matt Moore - The Federal Government dominates the news because no budget exists.  No short term budget measure or clean continuing resolution has been put on the floor.  Our Congressman could end the shutdown if he and others got to work and ended the shutdown.  Don Young’s office says he will sign, but his Facebook page says otherwise. Don Young’s office has made no public comment as to whether he will sign a Clean Continuing Resolution. - More...

letter We deserve better than the shutdown By Thomas Schultz - We deserve better than the government shutdown we are currently enjoying.  Ted Cruz has every right not to support the Affordable Care Act but he and a minority group of Tea Partiers are way out of line when they shut down the government over a law they don’t like; a law by the way, that passed both houses of congress, was signed by the President, upheld by the Supreme Court and apparently approved by the voters who gave the president who pushed it through a second term.  The only reason they are shutting down the government is that they don’t have the votes to play by the rules.  Apparently they thought they could derail the Affordable Care Act, but early signups proceed, shutdown not-with-standing. - More...

letter Protect and serve By Duane Hill - To specifically address who the police "protect and serve", the answer is "no individual". letter RE: 9-11 By Marshall Massengale - Thank you Arick for asking about 9/11. It is indeed a pleasure to read your comments and to answer your questions. -- In 2001, I was fifty years old. Harry S. Truman was President of the United States the year I was born. On 9/11/2001, I was working a temporary job--between stints of regular employment but glad to be working just the same. Being on the east coast of the US in the same time zone as New York and Washington, I arrived at work in time to hear the news as it happened. Sensing how America would react to the unbelievable events that were unfolding before our very eyes and ears, our management sent everyone home for the day. I was at work when I heard the first news reports and when the second plane hit the tower. I reached home in time to turn on the television and watch live as the first tower fell . . . and then the second. Over the next several days, as more news and pictures came in, the truth began to sink in. We, as a nation, were at war. The horror of it all was incomprehensible. There were the images of people in sheer desperation plunging from the sides of the buildings, the sound bites of bodies hitting the side walks, endless replays of video of the planes plunging into the sides of the twin towers, glass and debris showering down. You couldn't help wondering what you would have done in the very same situation that people at the scene found themselves in that day. - More...

letter Consumption tax By David Shipp - With regard to Mark Curran and his opinion of the FAirTax: Let's keep this simple for Mark Curran's sake. Mark does not seem to understand that the FairTax, H.R.25 is a replacement for the income tax. As such, Federal , State, City, and any other employer, are already paying tax. They pay the required tax for the privilege of having employees. the matching of social security, FICA, the cost of keeping track of all the wages they pay, sometimes needing an entire wing of employees just to accomplish this, and the tax they pay called corporate taxes. All of these taxes and a few others are eliminated by the FairTax. - More...

letter FairTax: HR 25 By Fred Walker - I have to disagree with the fine print statement of MR. Currans' letter. There is no fine print in HR:25. The sections you seem to be referring too mostly fall under sections 701 704 around page 89 of HR:25. You are somewhat correct in your statements about Governments being subject to taxation under HR:25. However this is a good thing! Talk to anyone who has to compete in business with a Government that is exempt from the taxes imposed on private business and you will understand. This is a very unfair advantage and has lead to much of the hi-cost of Government. - More...
