Ketchikan & Statewide: DOT&PF Anticipates Banner Construction Year - The Alaska Department of Transportation and Public Facilities (DOT&PF) expects to bid out more than $800 million for more than 100 projects this year; a 33 percent increase from 2009.

Projects are slated for highways, bridges, safety projects, transit projects and airports.

"From Kodiak to Kotzebue, Anchorage to Allakaket and communities in between, Alaskans will be working on transportation projects this year," said Leo von Scheben, Commissioner, DOT&PF.

Last year, DOT&PF awarded almost $600 million worth of projects, a significant increase above the 2008 total of approximately $400 million. - More...

Ketchikan: NTVFD and KFD Host Training - The North Tongass Fire Department and Ketchikan Fire Department hosted a 48-hour Paramedic refresher course February 15th - 20th.

The 6-day course started on February 15 & 16 with Dr. Barbara (BJ) Coopes and Dr. Nola McManus from Providence Medical Center in Anchorage presenting the two-day "Pediatric Education for Pre-Hospital Professionals" course.

On February 17 & 18 Paramedic Instructors Johnathon Larsen and Norm Nedel from Seattle Medic-One presented advanced airway and cardiac care classes.

The final two days (February 19 & 20) were spent with Paramedic Instructor Anjela Johnson of SEREMS, Local Physicians and Surgeons; Dr. Mark Raine, Dr. Guy Burman, Dr. Bruce Schwartz and Dr. William Anthes presenting various materials regarding pre-hospital patient care and management to the students. - More...

Ketchikan: Murkowski Criticizes Obama Administration ACUSHNET Decommission Proposal - U.S. Sen. Lisa Murkowski (R-Alaska) t told Department of Homeland Security Secretary Janet Napolitano on Wednesday that she is "greatly concerned" about the Obama administration's proposal to decommission the Ketchikan-based Coast Guard Cutter ACUSHNET.

Murkowski noted that the Coast Guard covers 3.5 million square miles of ocean around Alaska and that decommissioning the ACUSHNET will make it "exceptionally difficult for the Coast Guard to meet an already challenging mission it faces in Alaska."

Murkowski was speaking at a Senate Homeland Security Appropriations Subcommittee hearing to consider the Department of Homeland Security's Fiscal Year 2011 budget proposal. The budget, for the fiscal year that begins Oct.1, calls for decommissioning the Medium Endurance Cutter ACUSHNET, which is homeported in Ketchikan and employs 80 crew members. - More...

Alaska: NEW CREDIT CARD REGULATIONS GO INTO EFFECT; BBB Explains How Protections Could Benefit Card Holders - Nine months after it was enacted, the Credit Card Accountability Responsibility and Disclosure Act of 2009 went into effect on Monday, Feb. 22, 2010, granting credit card holders new consumer protection rights. Meanwhile, a survey by CreditCards.com indicates that almost 75 percent of cardholders admit to not reading the terms and conditions of their credit cards.

"Credit card debt, fees and penalties can put American families in financial trouble," said Robert W.G. Andrew, CEO of Better Business Bureau serving Alaska, Oregon and Western Washington. "Consumers need to take the time to understand the fine print of their credit card agreements and learn about the consumer protection initiatives within the new CARD Act."

BBB recommends that all consumers review the new provisions set forth by the Credit CARD Act of 2009:

More Notice for New Interest Rate Changes. Card issuers must give cardholders 45-days advance notice in the event of an interest rate change. Additionally, promotional rates must apply for at least six months and, unless disclosed up front, cardholders cannot have their rate increased in the first year.

Cardholder Opt-Out. If there are significant changes made to the terms of the account, cardholders can choose to reject those changes and will have five years to pay off the balance under the original terms.

Older Age Restrictions Added. Card issuers are no longer allowed to issue a credit card to anyone under 21 unless they can prove they have the means to repay debt or if an adult over 21 co-signs on the account. Credit card companies also face new restrictions on how they can promote cards to college students and can no longer offer free gifts as enticements on campuses. - More...

Alaska: USDA FOREST SERVICE WILL HOST PUBLIC EVENTS ON DEVELOPMENT OF THE NEW PLANNING RULE - USDA Forest Service Chief Tom Tidwell announced Wednesday a series of events to provide opportunities for public discussion on the development of a new Forest Service Land and Resource Management Planning Rule (planning rule). The Forest Service will host a national science forum, three national roundtables and nine regional roundtables.

Providing multiple opportunities for public participation ties directly to President Obama's call for open government that is transparent, participatory and collaborative, and illustrates Forest Service commitment to engage the public in the development of a new planning rule.

"We encourage broad participation in the creation of our new planning rule," said Tidwell. "Through collaboration we will be able to better address the current and future needs of the National Forest System such as restoration, protecting watersheds, addressing climate change, sustaining local economies, improving collaboration, and working across landscapes." - More...

Even in winter he will rapidly strip off and often plays in a sleeveless vest while others still have a shirt and woolly jumper on. He appears to be always warm. He goes to an excellent school but complains that the rule in winter is that they must wear their coats outside. He finds even a light coat uncomfortable in normal winter conditions.

Ben, it seems, has a remarkable tolerance for cold. His grandfather, Ged Church, is looking for answers, because Ben becomes distressed when he is overheated and "we would like to have a sensible chat with his teachers about it," Church said.

There's no doubt, some people run hotter than others. But what makes a person more tolerant of the cold? The size and shape of one's body makes a difference, according to Jacques LeBlanc, a researcher at Laval University in Quebec.

Children lose more heat to their environment than do adults per unit of body weight, LeBlanc wrote in "Man in the Cold." Also, for the same body weight, "a short person will lose less heat to the environment than a tall one. This is principally because long arms and legs form a larger surface exposed to the environment."

Because body fat is more of an insulator than muscle, people with more fat just beneath the skin should have greater cold tolerance than skinny people.

"Shivering," LeBlanc wrote, "is much more pronounced in thin persons."

Shivering is a normal reaction by which the body warms itself, but the act is energy consumptive. People who seem best adapted to cold - Australian Aborigines and Kalahari Bushmen who sleep at night with no blankets - shivered much less than the western researchers who studied them. This lack of shivering was sort of an "overnight torpor" accomplished by the Bushmen, LeBlanc wrote. Few other groups of people seemed to use the tactic, not even groups of far northerners, who researchers found had no exceptional cold tolerance, probably because they had developed such good clothing.

"For my part, I have never seen an Eskimo shivering," LeBlanc wrote. - More...

letterSealaska Land Bill: Single Interest Proposal By Sandy Powers - The opening paragraph of Mr. McNeil's letter clearly sets the tone for the Sealaska/ congressional delegation's attitude toward the rest of us who do NOT stand to benefit from Sealaska land bill S881. To state, "The Tongass National Forest is a Native Place" clearly implies that those of us who are non-natives do not belong here, should not have a say, and our opinions are dismissible. As far as this land bill "enabl(ing) the government to complete the contract that it made with Sealaska and other Alaska Natives when it enacted ANCSA in 1971", one of the biggest issues is that the public lands they are now trying to take WERE NOT a part of the "contract"! These are public lands we have, as individuals, communities, and taxpayers to the federal government poured years and money into roading and managing, and built our very livelihoods around. Surprise! This Act which directs Federal land managers to secure, protect and preserve significant caves on Federal land for the perpetual use, enjoyment and benefit of all people. Southeast Natives gave up claims to over 17 million acres of land for approximately 375,000 acres. From less than one-half of one percent of all lands conveyed under the Alaska Native Claims Settlement Act (ANCSA), Sealaska has shared over $300 million dollars with other Alaska Natives under Section 7(i) revenue sharing. Everyone is once again disappointed by what appears to be stubborn indifference to formally addressing our concerns. We have been writing letters since 2003 when you introduced S.1466 - The Land Transfer Acceleration Act. Sealaska had already made their out - of - withdrawal area selections on N. Prince of Wales at that time. Over seven years and several different attempts at legislation, and they have never really adjusted their proposed selections. letterKayhi's National Art's Honor Society By Frankie Urquhart - I want to acknowledge the wonderful students who are a part of Ketchikan High School's National Art's Honor Society. These students, led by Jeanette Sweetman, did an amazing job decorating the Schoenbar Valentine's Dance last Friday. This group of students worked for hours after school everyday and put in 20+ hours building pieces of art for the dance. They crafted a very impressive Eiffel Tour that became the center piece for our dance. They also built a heart shaped frame that students were able to stand in front of to take pictures with their friends, and a few other wonderful banners. These students did all of this on their own time, and the day of the dance actually came and set up for 4 hours before the dance. - More...

If anyone remembers this precious site, the hot springs pool and cabins were all the rave!
