Ketchikan: Multiple Arrests for Heroin Importation & Sale - Officers of the Ketchikan Police Department executed multiple search warrants on Friday in an investigation into a group of Oregon residents suspected of selling Methamphetamine and Heroin in Ketchikan. And another unrelated Heroin importation investigation Friday, resulted in the seizure of approximately 8.5 grams of Heroin.

A search warrant on a Madison Avenue residence belonging to JONATHON R. HART, 28 year-old male from Oregon, and DESARAY D. ANCHETA, 28 year-old female from Oregon, resulted in a seizure of approximately 20 grams of Heroin, 40 grams of Methamphetamine, and a small amount of Oxycodone. Also seized at the residence were many items of drug use and sale paraphernalia along with $3,172.00 in suspected drug proceeds.

Hart and Ancheta were taken to the Ketchikan Correctional Center, booked, and initially held without bail.

A follow up search warrant was served later in the day Friday on a downtown hotel room belonging to JACE T. NOSACK, 30 year-old male from Washington, an associate of Hart and Ancheta. Seized from that room was approximately 31.2 grams of Heroin, 7 grams of Methamphetamine, and $5050.00 in suspected drug proceeds.

While continuing the investigation Tuesday of the group of Oregon residents, Officers of the Ketchikan Police Department contacted the Nosack in a west end hotel where he was placed under arrest for the outstanding warrants. A follow up search warrant at the hotel revealed approximately two grams of Methamphetamine, digital scales, $2,076.00 in cash, and other drug paraphernalia. - More...

Ketchikan: FORMER KETCHIKAN FISHERMAN’S STORY TO BECOME ITALIAN FILM - Robert “Bob” Carter, a longtime salmon fish packer skipper in Ketchikan, is spinning into motion a feature-length independent film set in southern Italy based on his travels in Italy in the 1970s. For nearly 25 years Carter was a fixture on the docks of Ketchikan where he ran fish packers for Ward’s Cove and Icicle Seafood and during the 1970s worked for Larry Painter’s Alsek. He built a home in Clam Cove on Gravina Island and was renowned for rowing a skiff across the Tongass Narrows to bring building materials for his house.

RODOLFO is Carter’s latest venture: A dramatized version of his madcap encounter in 1973 with an Italian misfit who invited him to his village in the southern Italian region of Puglia and took Carter on a bizarre series of adventures. What made this Italian misfit so special, and so endearing to Carter, was his over-the-top spirit and a quirk unlike any other: He dressed, and behaved, as though he was the reincarnation of Rudolph Valentino, the great Italian silent era film star. - More...

Southeast Alaska: Gasoline spill in Kake Harbor - Saturday, approximately 7,000 gallons of unleaded gasoline reportedly were spilled due to a rupture in a tank’s pipeline in the Kake harbor. The pipeline ran beneath a floating pier and according to the USCG was severed by the pier during tidal changes overnight.

Alaska Department of Environmental Conservation and the city of Kake first responders worked together to mitigate the reported spill of the 7,000 gallons of gasoline in the Kake harbor. All vessels were removed from the harbor and local police secured access to the area and holding tank. The local fire department also assisted by using vapor mist to aid in clean up and drive away the fumes.

Watchstanders from Coast Guard Sector Juneau received the report Saturday and the Coast Guard monitored and coordinated response efforts. - More...

Alaska:
Alaska and Tanana Chiefs Conference sign historic Tribal agreement - For the first time in Alaska’s child welfare history, the state is entering into an agreement with a Tribal organization that supports and recognizes the ability of a Tribe to provide services to its own citizens, increasing the likelihood for Tribal foster children to stay in their communities with relatives, culture, and traditions.

The agreement will allow Tanana Chiefs Conference (TCC) to receive federal Title IV-E funds to help pay for the care of Tribal children placed in Tribal foster homes. TCC, a nonprofit organization, comprises 37 member Tribes in Interior Alaska.  

“This agreement is a positive example of what can be done when states and Tribes work together to improve the child welfare system,” said Paula Bentz, a Region X child welfare specialist with the U.S. Dept. of Health and Human Services. “This partnership is a historic moment for Tribal child welfare in Alaska.”

The historic agreement was officially signed by TCC President Jerry Isaac and Department of Health and Social Services Commissioner William J. Streur at 2 p.m. today at the Morris Thompson Cultural Center in Fairbanks. - More...

Alaska: Former Postmaster Sentenced to Prison For Theft of Cash From Registered Mail - A former postmaster who pled guilty was sentenced in federal court in Anchorage for four felony violations of theft of mail by an officer or employee of the U.S. Postal Service.

Sharon Andrews, 54, of Emmonak, Alaska, admitted to stealing nine registered mail packages containing a total of $174,000 in cash. Andrews was sentenced recently by Chief U.S. District Court Judge Ralph R. Beistline to 4 months in prison, three years of supervised release, and was ordered to repay $164,700 in restitution.

According to Assistant U.S. Attorney Bryan Schroder, who prosecuted the case, in 2010 Andrews was the Postmaster in Emmonak, Alaska. In May 2010, Andrews illegally took possession of three registered mail packages containing a total of $44,000 in cash. The packages were supposed to be forwarded to Kotlik, Alaska, but Andrews stole them instead. - More...

Alaska Science: Earth’s coldest spot is not in Alaska By NED ROZELL - Last July, while we Alaskans enjoyed another warm day, the surface temperature dropped to minus 135.3 degrees Fahrenheit in an icy trough on a south-facing ridge in western Antarctica. According to the man who noticed the temperature, Ted Scambos at the National Snow and Ice Data Center in Boulder, Colo., that and another day during Antarctica’s polar night are the coldest surface temperatures yet recorded on Earth.

Ice fog forms in Fairbanks at about minus 30 degrees Fahrenheit and colder. A researcher recently recorded a temperature 100 degrees colder in Antarctica.

“It’s more like what you would see on Mars on a summer day,” Scambos said during a press conference here at the Fall Meeting of the American Geophysical Union. Scambos is one of more than 20,000 scientists who will attend the week-long gathering of Earth and space scientists. His subject was apt as the San Francisco area experienced clear skies and what local meteorologists termed a “cold snap,” with low temperatures below freezing and the patchy formation of sidewalk ice, a foreign substance in the Bay Area. - More...

Alaska Science: Climate change threatens genetic diversity, future of world’s caribou say scientists By MARIE THOMS - Caribou in southern and eastern Canada may disappear from most of their current range in 60 years if climate change takes the toll on their habitat that scientists are predicting.

In order to reach that conclusion, scientists looked at genetic diversity in caribou and whether that diversity was linked to stable habitats. They found that caribou populations in the most climatically stable areas had the greatest genetic diversity, which is important because genetically diverse populations are more able to adapt to change. The scientists note that future climate forecasts bode ill for both caribou habitat and their genes. The results of their research are published in the Dec. 15 online edition of in the journal Nature Climate Change.

“Caribou can respond to habitat change in three ways:,” said Kris Hundertmark, co-author and wildlife biologist-geneticist at the University of Alaska Fairbanks Institute of Arctic Biology. “They can move to new suitable habitat, adapt to the changed habitat or die.”

Caribou populations are predicted to become more isolated and fragmented as climate change shrinks their habitat and they have fewer opportunities for genes to flow between individuals and herds, explained Hundertmark. - More...

Thompson - The Ketchikan city council wanted the authority to appoint vacant seats and I do not necessarily disagree with that however with authority comes responsibility. In this case to do 'due diligence' on the prospective applicants was obviously not done (I can only hope they did not intentionally do this, we certainly don't need another Jack Shay!). letter RE: Arrest at Elementary School By Kelli Carlin-Auger - Regarding Amanda Martin's letter,  I completely disagree with her.  This reminds me of when a student asks a teacher "Why did you fail me?"  The teacher did not fail you - you failed you.  This arrest was not the fault of the State Trooper, it was the fault of Mr. Simpson.  He had a warrant for his arrest for a very serious reason.  He has alluded the police before.  I'm guessing that his family knew he had a warrant out for his arrest as well.  He chose to go to the school concert.  He was spotted  by a off duty officer who was at the concert to watch their child  The Troopers were kind enough to allow Mr. Simpson to stay at the concert and watch his kids perform.  They even let him hug his kids after the concert and interact with his family all while keeping a safe and comfortable distance from Mr. Simpson so as to not upset his children. - More...

letter No New Taxes By Rodney Dial - The Ketchikan City Assembly is in the process of creating a budget for the upcoming year.   As I have been saying in my letters for years, reckless local government spending has created a cycle of ever increasing debt and rising taxes.   The City is currently planning to increase the sales tax rate to 6.5% and raising water rates by 15%. This is on top of two years of property tax increases, multiple years of double digit water, sewer and assessment increases.   A sales tax increase means that your food, fuel, rent, etc. will cost more.   We are taxing our people off the island and the people making the decisions to raise our taxes are pulling in six figure salaries courtesy of the tax payer. - More...

letter Burning of toxic smelling materials By Kathy Doyle - My dear neighbors from accross NTG. (Approximatly mile 10.5), Again today I awoke with my heart pounding and lungs burning. You see that pile of whatever you felt the need to burn today, made bad smoke. Truely not intended to support a long healthy life. My home, which should be a safe smoke free zone, was flooded with your smoke and whatever was carried with it. This has caused me over 12 hours of stressful breathing. Over the years this has been an invasion of my family's home and well being. I can, have and will continue to survive wood smoke. At my insistence he started to put more Ketchikan history up on display.
