According to Audubon, the Wilson's Snipe generally migrates in flocks at night, during the day the birds scatter and usually feed alone. They seek food early in the morning and in late afternoon, and seem to be more active on cloudy days. They use their long bills to probe deeply in the mud to find earthworms and other invertebrates.

States with the Most & Least Powerful Voters - In case you missed the memo that Nov. 4th is midterm election day in the Land of Liberty, let this serve as a last-minute reminder: Tuesday, you will decide who calls the shots in government — and on your wallet. The leading personal finance social network WalletHub conducted an in-depth analysis of 2014’s States with the Most & Least Powerful Voters.

But before you approach the voting booth, ask yourself: How much is my vote worth? You might be surprised to learn, voters who live in Alaska, are ranked 3rd in the nation as the Most Powerful Voters in Senate elections.

Surprisingly, voters in the large population state New York are ranked 49th in Senate elections, having the Least Powerful Voters. Although the U.S. is a democratic nation, ballots carry different weights based on the state in which one lives. Take California, for instance. Its estimated population is nearly 66 times greater than #1 ranked Wyoming’s, yet each state has two seats in the Senate. In this case, less is more: California’s votes are weakened exponentially because each of its senators must represent tens of millions more residents.

Brilliant though our Founding Fathers were at framing the Constitution, America in 2014 is far more different than what it was. Some of those key differences, as they relate to our political system, include population sizes and concentrations, voter eligibility, the strength of our union and even the communication tools we have at our disposal. Alaska: Medicaid reform group considers extending comment period on Medicaid reform- The Medicaid Advisory Reform Group experienced an extraordinary public response to the draft innovation proposals being considered at its meeting Oct. 29 in Anchorage. Because of the volume of feedback and teleconference challenges that prevented some people from providing testimony, the group will ask for additional time to receive public comment and submit the report.

“We apologize for the technical problems and will ensure that everyone who wants to speak has that opportunity,” said William J. Streur, commissioner of the Department of Health and Social Services and chair of the group. “This type of robust public feedback is welcome because it helps to identify the best recommendations possible on how to successfully reform this important program.”

Gov. Sean Parnell created the Medicaid Advisory Reform Group to study and create a proposal for meaningful reforms to the state’s Medicaid program. The group started meeting in April and has provided time for public testimony at every meeting since then. The Oct. 29 meeting was originally the last on its schedule for public comment. - More...

Southeast Alaska: Adrift in Canadian waters By KELLY PARKER - With Alaskan waters bordering Canada in both the north and south, it’s no surprise that the U.S. and Canadian coast guards work hand-in-hand, training together annually to respond to maritime emergencies. Unpredictable Arctic weather presents complex challenges, and both countries occasionally rely on one another to provide a helping hand.

 

For Canada and the United States, the recent events of Oct. 17 provided that very opportunity. With 11 personnel aboard and an estimated 168,000 gallons of fuel, the 441-foot Russian freight vessel Simushir lost propulsion and drifted dangerously close to the coastline of the Queen Charlotte Islands, British Columbia.

In fear that the large container ship would crash into the rocky shores of the island and break apart, the Rescue Coordination Center in Victoria needed all hands on deck and requested assistance from the U.S. Coast Guard’s 17th District.

With a storm forecasted to soon roll into the area, it became even more imperative to rescue the crew of the Simushir. The crews of Canadian coast guard vessels Sir Wilfrid Laurier and Gordon Reid arrived on scene and urgently tried to maneuver the freight vessel further out to sea and away from land.

The crew of the Coast Guard Cutter SPAR, a 225-foot seagoing buoy tender homeported in Kodiak, quickly made way to the Simushir’s location with a State of Alaska Emergency Towing System onboard.

The ETS was developed as a tool to assist disabled vessels and could be deployed either by helicopter or from a tug or other vessel of opportunity. The system was developed following the grounding of the 738-foot cargo vessel Selendang Ayu in December 2004 near Unalaska. In fact both the SPAR and the Sir Wilfrid Laurier had trained for a similar exercise during Arctic Shield 2013 near Teller, Alaska. - More...

Revised Analysis for Chukchi Sea Oil and Gas Lease Sale 193 Released; 7 Public Hearings Scheduled By MARY KAUFFMAN - In response to a federal court order, the Bureau of Ocean Energy Management (BOEM) on Friday released the Draft Supplemental Environmental Impact Statement (SEIS) for Chukchi Sea Outer Continental Shelf Oil and Gas Lease Sale 193. According to the Bureau of Ocean Energy Management, the draft Supplemental Environmental Impact Statement was prepared using the best available science, while working in close consultation with Alaska Native tribes, federal partner agencies, state and local governments, stakeholders and the public.

“After a robust and thorough process, BOEM has prepared a Draft Supplemental EIS that addresses the issues identified by the court regarding the Chukchi Sea Lease Sale 193,”said BOEM Acting Director Walter Cruickshank. “In the analysis released today, BOEM used a new exploration and development scenario to evaluate the potential environmental effects of oil and gas activities associated with Lease Sale 193. We look forward to receiving additional public input as we continue to take a balanced approach to the safe and responsible energy development in the region.”

The Bureau of Ocean Energy Management prepared the revised analysis in accordance with the April 24, 2014, remand order of the U.S. District Court for the District of Alaska. The original Environmental Impact Statement for Lease Sale 193 was published in 2007 and the sale was conducted in 2008. Subsequent legal challenges and federal court decisions remanded the sale back to the Bureau of Ocean Energy Management for further analysis, specifically related to the agency’s estimates of production levels from likely offshore oil fields that might be developed in the Chukchi Sea. The Bureau of Ocean Energy Management published a Notice of Intent to Prepare a Supplemental Environmental Impact Statement (SEIS) in June 2014.

According to the Bureau of Ocean Energy Management, the analysis in the Draft SEIS issued Friday uses the best available data – including actual bidding data – to estimate the highest amount of production that could reasonably result from Lease Sale 193. The Bureau of Ocean Energy Management predicts a higher exploration and production scenario than previous analyses, based on a better understanding about existing geologic structures in the region as well as improved information about where industry operators are likely to focus their development activities.

Earlier this year, Interior’s Bureau of Safety and Environmental Enforcement issued a suspension of operations for all Chukchi leases issued in Lease Sale 193, which stops the lease term from running while the Bureau of Ocean Energy Management completes this supplemental environmental review. The suspension remains in effect until the Bureau of Ocean Energy Management completes its environmental review, as directed by the court. - More...

JASON STANFORD: Partisanship, For Lack of a Better Word, is Good - Partisanship, for lack of a better word, is good. You won't find a more unexamined assumption in America today than a sneering contempt for partisanship. Yet partisanship persists, an evolutionary fact of life in our democracy because it is an ineffable expression of the American experiment. Partisanship isn't just what we do instead of shooting each other but how we express our moral values.

It used to not be so. Being a partisan a generation or two ago meant trucking with many people you disagreed with. The Democratic Party was a coalition of people who couldn't stand each other for ideological reasons. This is sometimes true today, but for personal reasons. Whatever our interpersonal gripes, and they are legion, we all largely agree on questions of right and wrong and what is important to us.

Our partisanship is now not a marriage of convenience but an expression of our moral values. On the big issues of the day - marriage equality, economics, feminism - we agree. That's why we're all Democrats now. And the same goes for Republicans, more or less. This realignment of our two major parties along ideological lines has turned our politics from an endless series of moral compromises into a larger debate about right and wrong. JEFF LUND: Scaring hikers, goats and Ketchikan - During our last reprieve from atmospheric distress, I felt obligated to get to the top of Deer Mountain and actually see something other than fog. There were already a few cars at the trailhead and I caught some hikers in a few minutes.

There really is no safe, easy way to let people know you are behind them, because hiking is typically a solitary endeavor...unless you’re on a main trail in a place like Yosemite.

With the lingering thought that there could be a bear, deer, mountain goat or angry big foot around any turn, a loud noise can make the self-preservation, or frozen-in-terror, response of your fellow hiker kick in and all bets are off.

A few years ago I was riding my bike in California and as I was about to pass a walker, I assertively announced I was on her right. She panicked at the unsuspecting sound, turned, assumed a textbook defensive stance with arms out, screamed, then froze directly in my path. I avoided her by going off the trail and almost into a tree. - More...

letter A Vote for Education is Critical in Alaska By Kara Kerwin- In a state where just 33 percent of eighth graders are proficient in math and 31 percent are proficient in reading according to national assessments, education is deserving of more attention in 2014 elections. Across the country, more parents are making informed decisions about their child’s education, but for Last Frontier State parents without resources, choices are difficult to come by in a system where a child’s education is largely determined by zip code.
