Fish Factor: Fish pirate put down, Southeast tops in salmon & More... By ELAINE O'BRIEN - Congress is poised to take direct aim at fish pirates by cutting them out of the seafood trade. The ultimate goal is to put a stop to the poaching of millions of tons of illegal, undocumented and unreported (IUU) fish and shellfish taken from global waters.

Led by the Alaska delegation, a Port State Measures Agreement (PSMA) is likely to be signed into law by year’s end. The agreement, part of the Pirate Fishing Elimination Act negotiated by the UN and Food and Agriculture Organization in 2009, would strengthen port inspections and toughen standards for foreign flagged vessels and international shipping. By stopping the fish from reaching the market, it will reduce the incentive for poaching.

“Essentially, the PSMA relies on the principle that all fish and shellfish must be landed at some port in order to enter into trade,” said Mark Gleason, executive director of Alaska Bering Sea Crabbers, a harvester trade group.

For decades, no Alaska fishery has been pinched harder by illegal catches than red king crab from the Bering Sea.

“We are the poster child of what happens to your markets when it is flooded with illegal product,” Gleason said.

Last year alone 100 million pounds of pirated crab from Russia found its way into US markets. (Studies estimate that more than 30% of total seafood imports to the US were caught outside the law).

Any country that ratifies the port agreement has four primary obligations, Gleason explained. They must designate which ports foreign flagged vessels can enter; they must restrict port entry and access to port services to any vessels that have engaged in IUU fishing or support activities, including transshipment; the nation needs to conduct dockside vessel inspections in their ports, and they must share information.

The pirate fishing measures have been languishing in various Congressional committees for years, but there is a good chance they will make it through Congress this session.

“We’ve already signed the PSMA agreement, the Senate has agreed to ratify it, the final step is to get this implementing legislation passed,” Gleason said. “My hope is that it will be signed into law before the end of the year and the current Congress adjourns.” 

Alaska Senator Mark Begich agrees.

“As chair of the Fisheries and US Coast Guard Committee, I’m very excited about this. This puts teeth into an international treaty and agreement of our shipments of seafood and how they are handled,” Begich said. “I believe one of two things will happen: it will pass separately or be folded in as part of the USCG Reauthorization Act. I am anxious to get this passed.” “If it was left entirely to the Alaska delegation, it would be a slam dunk,” Mark Gleason added. “Senators Murkowski, Begich and Congressman Young have been unbelievably supportive of this legislation, of the agreement and certainly of Alaskan crabbers.”

Senator Begich said being able to move the pirate fishing and port measures is another good example of bipartisanship and working across the aisle in Congress to get things done for Alaska and US fishermen.

Southeast tops in salmon

Fishermen in Southeast Alaska hauled in the most salmon of any other region this summer –narrowly edging Prince William Sound by just 404,000 fish. 
The numbers are preliminary, but state figures show that the Panhandle produced a catch of just over 49 million salmon, and just under that number at the Sound. Notably, nearly 44 million of the Prince William Sound salmon were pinks.
Bristol Bay ranked third in terms of salmon totals at nearly 31 million fish – all but two million of the fish were sockeyes. - More...

Alaska: Arts, Entertainment, and Recreation: A small part of Alaska's economy but big in everyday life By NEAL FRIED - Arts, entertainment, and recreation jobs represent just 1.4 percent of all Alaska employment, but it’s highly visible work to many Alaskans and visitors alike. There also appears to be an increasing demand for its services.

This tiny industry, which generated about 4,800 jobs in 2013, grew by nearly 23 per- cent over the past decade across all its categories - and its categories are broad.

Most jobs in gambling and ‘amusements’

The largest subcategory by far is “amusement, gambling, and recreation,” which
has more than three-quarters of industry jobs and 426 separate businesses. The bulk of these jobs are in skiing facilities, golf courses, bowling alleys, billiard parlors, gyms, and all kinds of backcountry guiding operations.

Gambling is the second-largest piece of the amusements, gambling, and recreation category and includes bingo and pull tab parlors as well as the well- known Nenana Ice Classic, for which patrons pay to guess the date and time the ice will break up on the Nenana River each spring.

By law, revenue from these activities, which are licensed by the Alaska Department of Revenue, goes to charity or other public purposes such as fire departments, school activities, and community budgets.

These gaming operations are spread throughout the state, from the smallest villages to major operations in urban areas, and they generate impressive receipts. In 2010, the most current year available, more than 1,000 game permitiees grossed more than $361 million.

Pull tab parlors alone accounted for $281 million, and bingo came in a distant second at $68 million. - More...

Alaska: FINANCIAL PRESSURES ON THE RISE FOR “SANDWICH GENERATION” - Middle-aged Americans are increasingly serving as primary caregivers for their aging parents, and are also shouldering more of their adult children’s financial responsibilities. The Alaska Division of Insurance urges those who have both adult children and aging parents to understand their options, including insurance needs, to save money and
ease concerns.

According to a study commissioned by the Pew Research Center:

• 21 percent of respondents ages 40 to 59 provided some financial support to a parent age 65 or older. By contrast, 48 percent provided support to at least one adult child — an increase from 42 percent just seven years ago.

• Of parents providing primary support to an adult child, 62 percent say they’re doing so because the child is still in school. But more than a third (36 percent) are doing so for some other reason.

• One in seven survey respondents provided financial support to both an aging parent and a child.

“The emotional and financial strain of caring for an aging parent is challenging enough. But as more consumers also provide support for an adult child, their own financial security may be at risk,” said Lori Wing-Heier, director of the Alaska Division of Insurance. “Fortunately, making smart insurance choices along the way can help alleviate the financial stresses felt by the sandwich generation and safeguard their long-term financial well-being.” - More...

Alaska Science: A green system of carbon-dioxide removal By NED ROZELL - Last week, I wrote about a thought experiment proposed by Fairbanks scientist Jim Beget. He suggests raining down crystals of a compound that captures carbon dioxide onto a frigid plateau in Antarctica. There, the greenhouse gas might remain locked for a few hundred thousand years.

Beget will present his idea at the fall meeting of the American Geophysical Union this December in San Francisco. Alarming levels of carbon dioxide in the atmosphere are a frequent topic of discussion at the meeting, which will pull more than 20,000 scientists to California.

Dan Mann will also attend that meeting. Though the UAF geographer's presentation in San Francisco has nothing to do with carbon dioxide, he too has an idea how to remove some from the blanket of gases that surround our planet.

Mann suggests enhancing a carbon-dioxide removal system that has worked for a few billion years — the silent breath of plants.

Photosynthesis, the process by which plants convert sunlight to leaves and wood, involves a chemical reaction quite favorable for mammals like us. Plants suck up six molecules of carbon dioxide and combine it with six molecules of water and a spark of energy to produce one molecule of sugar. The plant uses the sugar to make, among other things, cellulose, the building material of stems and tree trunks. A byproduct of the photosynthesis reaction is six molecules of oxygen.

Mann thinks some geoengineering ideas are creative and fun and others are dangerous and arrogant. He thinks the Earth itself has an answer in the greenery that graces much of its land surface.

"Why monkey around trying to improve on a CO2-drawdown process that has functioned very well indeed for 2.4 billion years?" Mann wrote in an email message. "Plants are nonpolluting (unless you are an anaerobic microbe) and grow almost everywhere. Just add water and sun." - More...

What I nice change since I have been going, going, and going. Working on my show, Look, See, Hear, & Listen and all the amazing things that have come from it has been both rewarding and exhausting. I am trying not to forget anything or anyone who has wanted to be a part of it or help. letter A Vote for Education is Critical in Alaska By Kara Kerwin- In a state where just 33 percent of eighth graders are proficient in math and 31 percent are proficient in reading according to national assessments, education is deserving of more attention in 2014 elections. Across the country, more parents are making informed decisions about their child’s education, but for Last Frontier State parents without resources, choices are difficult to come by in a system where a child’s education is largely determined by zip code.
