Ketchikan: Legal Settlement Reduces Local Tax Burden by Approximately $360,000 Over 3 Years - At its meeting on Monday, November 7, 2016, the Ketchikan Gateway Borough Assembly authorized the Borough Manager and Borough Attorney to accept a settlement offer from the State of Alaska. The settlement is in a case involving the Borough’s challenge to the State’s determination of Full and True Value of taxable property in the Borough for purposes of mandatory local contributions for school funding. The settlement reduces the Full and True Value by approximately $45 million each year for three years from 2015-2017.

The effect of the settlement does not change the amount of funding for schools, but shifts more of the cost to the State.

The core of the underlying dispute was the valuation the State Assessor placed on the private interest in the AIDEA-owned shipyard which can be included in the total tax base for calculation of required local payments for schools. The State valued that interest in 2015 at about $74 million. The Borough argued that the value was only $22.7 million. The settlement agreement results in a 2015 value of $30.4 million. - More...

Alaska: Governor Diagnosed With Prostate Cancer - Governor Bill Walker announced Friday he has been diagnosed with a treatable form of prostate cancer and will have surgery in December.

Walker said, "This diagnosis has not and will not impair my ability to perform my duties as governor. I want to emphasize that I had no symptoms, and it was only through a regular checkup that this diagnosis was made."

In a prepared statement the Governor said, “Donna and I recently learned that I have prostate cancer. As my doctor has advised, I will have surgery in December to remove the cancer. It is anticipated I will need no further treatment post-surgery."

The Governor urged all Alaskans to make sure they schedule regular checkups so that early detection and treatment of health issues are possible.

According to the American Cancer Association, prostate cancer is the most common cancer among men (after skin cancer), but it can often be treated successfully. More than 2 million men in the U.S. count themselves as prostate cancer survivors. - More....

Fish Factor: Alaska halibut fishery could produce 20 million pounds if limit is reached By LAINE WELCH - As Alaska’s iconic halibut fishery wraps up this week, stakeholders are holding their breath to learn if catches might ratchet up slightly again in 2017. Meanwhile, prices for hard to get shares of the halibut catch are jaw-dropping.

The halibut fishery ends on Nov. 7 for nearly 2,000 longliners who hold IFQs (Individual Fishing Quotas) of halibut. The Alaska fishery will produce a catch of more than 20 million pounds if the limit is reached by the fleet. Last year, the halibut haul was worth nearly $110 million at the Alaska docks.

For the first time in several decades the coastwide Pacific halibut harvest numbers increased this year by 2.3 percent to nearly 30 million pounds. Along with Alaska, the eight-month fishery includes the Pacific coast states and British Columbia.

The feeling that the halibut resource is stabilizing and recovering after a long decline has upped the ante for shares of the catch. The fact that the dock price again hovered in the $6 to $7 a pound range all season at major ports also has fanned interest. It holds especially true for shares of Southeast Alaska fish.

“Fishermen say they’re seeing some of the best fishing they’ve ever seen in their lives there, bigger fish, better production and you see that reflected in IFQ prices,” said Doug Bowen of Alaska Boats and Permits in Homer.

The quota shares are sold in various categories, and the asking price for prime shares in Southeast waters has reached $70 per pound! IFQ asking prices for shares in the Central Gulf, the largest halibut fishing hole, also have increased to $60 a pound, according to several broker listings.

But the buying there is not as aggressive as in the Panhandle.

“They took a 5 percent cut – it’s the only area in the entire coast that didn’t stay the same or have an increase. There is still quite a bit of concern about the resource there,” he said. “And there’s still a lot of concern about other removals and possibly inaccurate accounting of bycatch.” - More...

Alaska: Arctic Slope Regional Corporation Joins State Of Alaska And Alaska Native Groups File U.S. Supreme Court Petition - Arctic Slope Regional Corporation (ASRC) today filed a petition for writ of certiorari with the U.S. Supreme Court in response to a Ninth Circuit Court of Appeals ruling earlier this year. The ruling designated approximately 187,000 square miles of Alaska coastline and adjacent waters as critical habitat for polar bears, an area larger than the state of California.

Joining ASRC in the petition are the State of Alaska, the North Slope Borough, the Inupiat Community of the Arctic Slope, Kaktovik Inupiat Corporation, Kuukpik Corporation, Ukpeagvik Inupiat Corporation, Olgoonik Corporation, Inc., Tikigaq Corporation, the Bering Straits Native Corporation, NANA Regional Corporation and Calista Corporation.

"We will not stand by and allow for our input and legitimate concerns to be ignored," said Rex A. Rock Sr., ASRC president and CEO. "For more than five years we have tirelessly fought this critical habitat designation, which threatens the economic viability of our communities and quality of life for our people. We are hopeful the Supreme Court will consider our argument and recognize the detrimental effects of the appellate court's extremely permissive decision."

"Designations of vast critical habitat areas makes it look like a lot is being done for polar bears, but in reality vast designations forsake meaningful, focused protections of truly important areas," said Bruce Dale, director of the State of Alaska's Division of Wildlife Conservation. "The designation of vast areas creates unneeded regulatory burdens without conservation benefit in areas rarely used by polar bears." - More...

Southeast Alaska: Accidental Shooting Results in Serious Leg Injury - A 29 year old female suffered serious leg trauma when the firearm she was removing from the rear seat area of a vehicle went off. The bullet struck the female in the leg.

According to information released by the Alaska State Troopers in Klawock, notification was received from the Thorne Bay Village Protection Safety Officer (VPSO)Wednesday of the gunshot wound victim while she was being transported via ambulance from the Sandy Beach area of Thorne Bay to the Alicia Roberts Clinic in Klawock. The female was treated at the Alicia Roberts Clinic and was expected to be medivaced with serious leg trauma. - More...

Ketchikan: Ketchikan Man Growing 38 Pot Plants Faces Possible Charges - The Alaska State Troopers' Statewide Drug Enforcement Unit in Ketchikan responded to a residence in Ketchikan noon Thursday to investigate a marijuana grow operation that was discovered by Alaska State Troopers from the Ketchikan Post during a domestic violence investigation.

A search warrant was obtained. Thirty-eight (38) growing marijuana plants weighing an aggregate weight of 53 ounces or 3.3 pounds and approximately four ounces of dried marijuana were seized. - More...

Ketchikan: Alaskan Roots of an Award-Winning Reporter By NICOLE RANDOCK - Sleeping in the cold Alaskan wilderness under the bright stars, Brandon Loomis was exactly where he wanted to be — swept up in the brush of nature with his family, watching his father fearlessly live life. The great outdoors, bordering Ketchikan, Alaska, had become his temporary home while his father was between jobs.

Loomis' unique childhood made him gain much respect for the environment. As a national award-winning environmental reporter at the Arizona Republic, Loomis has had a job most people will never experience: exploring breathtaking places such as the Grand Canyon and Yellowstone National Park and writing about the pressing issues facing these natural wonders.

Ultimately, it was luck and his Alaskan roots that inspired Loomis to cover environmental issues. Migrating from Ketchikan to the University of Nebraska-Lincoln in 1986, Loomis took a summer internship at a small newspaper in the ski town of Jackson Hole, Wyoming. He quickly learned that the citizens of Jackson Hole were interested in a wide range of stories related to the environment such as his story about wolves reintroduced into Yellowstone Park. It was a combination of what the readers wanted and what topic he enjoyed covering most that led him to his position at the largest newspaper in Arizona. His skill for environmental reporting was innate, a passion only his father Greg could fully understand.

“He was doggedly bold when it came to dreams. And I listened only too well when he counseled living for them and not for money,” Loomis said in an article he wrote for the Arizona Republic after his father died.

Loomis became the writer his father had always dreamed of becoming himself. He delved into journalism initially to please his father but as time passed he realized his love for writing went far beyond that. During his time in Alaska, Loomis reported for the former Anchorage Daily News and he was the city editor of the Juneau Empire. Growing up in this area made him appreciate nature. He became attuned to the environment and learned how people interacted with the natural resources. - More...

Ketchikan: Johnson Joins Creekside Family Health Clinic - Creekside Family Health Clinic announced the recruitment of Donna C. Johnson, FNP-BC to the practice as a board certified family nurse practitioner (FNP). Johnson graduated from Winona State University in Rochester, MN in 2006 and served her residency in family practice at Mayo Clinic from 2005 to 2006. For the past three years, she has worked at Peace Health Ketchikan Medical Center as an FNP in their outpatient primary care clinic. At Creekside she will provide acute and primary health and medical care to children, adolescents, and adults.

After working in a variety of medical clinics in Minnesota, Wisconsin, and even Yakutat, Johnson has come to call Ketchikan home since moving here in 2013. "Ketchikan has become a special place for us" she said. "My family and I have made lifelong friendships here and truly feel part of many families and the community".

Her clinic philosophy is patient centered. "As a nurse practitioner, I try hard to work with people where they are at now and build on that. Patients need to feel supported and good health care builds upon patient strengths and motivations," she noted.

According to Johnson, Creekside offers her a new opportunity in her career. "As a medical professional, it's a pretty special chance to work for a practice owned and managed by nurse practitioners. The NP model really emphasizes the importance of adequate time to sit with patients and extend the conversation about how to achieve good health. Adequate time with patients is key to building partnerships with patients so that they can truly take control of their own health." She noted that change, while a good thing, can still be hard. "I will always be grateful to Peace Health for the opportunities they provided me. My colleagues there are top shelf, some of the best I've ever worked with", she said. - More...
