Ketchikan: Not All Property Assessment Notices Mailed - The Ketchikan Borough Assessor’s Office was informed that 592 Property Assessment Notices for the 2014 tax year were not mailed on February 5th with the remainder of the tax roll. 

According to information provided by the Assessor's Office, the delay in mailing these assessments was due to addressing deficiencies with the 592 notices that did not meet standards for bulk mail processing by the Post Office.  These 592 property assessment notices were printed by the vendor and mailed from their location in Juneau at standard postage rates.

The Ketchikan Borough Assessment Department has been provided a listing of the 592 notices that were not mailed on February 5th. These 592 notices will be date stamped by the Postal Service as of the actual mailing date of each notice.   The required 30-day appeal period for these 592 notices will begin as of the Post Office date stamp printed on the individual notice. - More...

Fish Factor: Bait of choice for science By LAINE WELCH - Bait is always a big expenditure for many fishing businesses and pollock could help cut costs for Alaska halibut longliners who fish in the Gulf.  

Researchers have tested pollock in two projects to see if it might replace pricier chum salmon as halibut bait.  Fish biologists use over 300,000 pounds of chums in their stock surveys each year, costing nearly half a million dollars. The baits are used at more than 1,200 testing stations from Oregon to the Bering Sea.     

A pilot study three years ago in the central Gulf and off of British Columbia showed some promising signs for pollock.

“We looked at several different baits - our standard chum salmon, pink salmon, pollock and herring. Pollock showed a very strong indication of both better catch rates and lower bycatch rates, so we were very excited about that,” said Bruce Leaman, executive director of the International Pacific Halibut Commission.

In 2012 the bait project was expanded coast wide, and that led to mixed results.

“One confirmed what we saw in the Gulf, in that pollock was a very effective bait there relative to chum salmon and we got good catch rates. But when we moved into the Bering Sea, we got completely opposite results where the salmon bait performed better than the pollock,” Leaman said.

“In the Bering Sea, pollock is a very significant component of halibut diet, and we were speculating that it may be a sort of novelty seeing salmon down there as bait, and that may have been what the fish were responding to,” he added.   

When all the raw data were statistically compiled and corrected, Leaman said the bait test results were inconsistent.

“We do a number of corrections to the data to actually compare apples to apples across areas. One of the things we correct for is the number of returned baits and the hook competition among areas,” Leaman explained.  “And when we did those comparisons, we found that the results were nowhere near as strong as with the raw data. The raw data showed pollock had much better catch rates, lower amounts of sub legal fish and lower amounts of bycatch. But when we did corrections to the data we found that those results were not so consistent.” - More...

Here in this land at the meeting point of two restless crustal slabs, no one has died by earthquake since 1964. The magnitude 7.9 Denali Fault earthquake zipped a jagged line through 200 miles of glacier ice and tundra in 2002. A magnitude 7.5 earthquake ruptured just off the coast of Southeast Alaska in 2012. But the immense energy of both earthquakes rippled away from our towns and cities.

“If you’re not careful, the take-home message is that magnitude 7.5’s don’t hurt anyone in Alaska,” West says. “That’s tremendously naïve.”

West, state seismologist and head of the Alaska Earthquake Center, points to an event in New Zealand that could happen here. In February 2011, a 6.1 earthquake near Christchurch killed 185 people (115 when a six-story building collapsed) and destroyed thousands of homes.

Christchurch is similar to Anchorage, Fairbanks and the Mat-Su area in that it sits on soils that quiver like a mudpie during a big earthquake.

“Coastal rainfall, river basins and permafrost conspire to ensure that soils in these areas are saturated and ripe for magnified ground motion,” West says.

Our good fortune in contrast to Christchurch’s has come down to a simple roll of the geologic dice. Our recent earthquakes with the power to shake down buildings have ripped high in cold mountains and deep beneath the sea floor. - More...

Alaska: NOAA Researcher Says Arctic Marine Mammals Are Ecosystem Sentinels - As the Arctic continues to see dramatic declines in seasonal sea ice, warming temperatures and increased storminess, the responses of marine mammals can provide clues to how the ecosystem is responding to these physical drivers.

Seals, walruses and polar bears rely on seasonal sea ice for habitat and must adapt to the sudden loss of ice, while migratory species such as whales appear to be finding new prey, altering migration timing and moving to new habitats.

“Marine mammals can act as ecosystem sentinels because they respond to climate change through shifts in distribution, timing of their movements and feeding locations,” said Sue Moore, Ph.D., a NOAA oceanographer, who spoke on Thursday at the annual meeting of the American Association for the Advancement of Science in Chicago. “These long-lived mammals also reflect changes to the ecosystem in their shifts in diet, body condition and physical health.” - More...

So said the head of the nonpartisan Congressional Budget Office recently. CBO Director Douglas Elmendorf told lawmakers that millions of workers could either cut back their work hours or opt out of the job market completely because of ObamaCare.

The CBO report says millions of people will opt to keep their income low to stay eligible for federal health-care subsidies or Medicaid - resulting in losses equivalent to 2.3 million full-time jobs by 2021.

But who can blame them?

These days, everyone dealing with marijuana distribution is forced to use cash in financial dealings. To buy inventory, pay employees, stock up on munchies, tip the pizza dude, everything. Even cover their taxes. Problem is, those amounts of dead presidents tend to attract the sort of unsavory company you normally associate with orange jumpsuit- wearing, ankle- shackle sporting, border- tunnel digging, Vin Diesel movie- watchers.

19 states have already approved medical marijuana and in 2014, the citizens of Oregon, Alaska, California, Arizona and DC will vote to legalize it for recreational use, joining Washington and Colorado in the Pot Club. The smoke, it is a wafting. Banks can smell the money and are itching for a taste of the action. Lawmakers themselves are jonesing for additional revenue. You've heard of squeezing blood out of a turnip? Think of this as scraping green off the green. A phenomenon that pot journalist, Jack Rikess, calls "Grassnost." - More....

Hanger of Ketchikan and published on Feb. 3, 2014. First, the U.S. Postal Service’s goal each and every day is to better serve the changing mailing and shipping needs of American industry and the American public without burdening the American taxpayer. Contrary to Mr. Hanger’s statement, the Postal Service receives no tax dollars for operating expenses, and relies solely on the sale of postage, products and services to fund its operations. letter Case Number 14-001: A request to rezone Low Density Residential acreage to General Commercial and Heavy Industrial By Karen Ramsey - I believe the initial zoning of this particular parcel as low-density residential was a mistake and thus am in favor of Paul and Theresa Hamilton’s rezone request being considered by the borough planning commission Tuesday, 2/11/14.  My husband works for P & T Construction, so the decision will have a direct impact on me and my family. Les Ramsey started working for P & T after having worked 15 years for South Coast, Inc., which shut down in 2002.  In the ensuing years, Les helped build the Third Avenue Bypass and the airport taxiway working for construction companies based in Juneau.  When P & T Construction of Ketchikan hired Les I was relieved because it seemed Les would enjoy secure local employment again.  P & T has a good, dependable employee in Les, and we appreciate his year-round employment.  We Ramseys are stable, hard-working, tax-paying citizens who would like to continue our humble lifestyle and plan for our future in Ketchikan. - More...
