Ketchikan: Ketchikan Man Charged In Crazy Wolf Studio Break-in; Investigation On-going - Officers of the Ketchikan Police Department on Tuesday conducted an investigation of a burglary of Crazy Wolf Studio located at 607 Mission Street.  According to information provided by Joseph White of the Ketchikan Police Department, an unidentified male broke out the window of the main door to the business and entered the store shortly after 4:00 am Tuesday.  The male knocked over a glass display case, breaking it.  He took approximately 12 carved silver native bracelets valued at $500.00 each. - More...

Southeast Alaska: Coast Guard monitors derelict tsunami fishing vessel that has entered U.S. waters - Coast Guard District 17 personnel continue to monitor a derelict Japanese fishing vessel that is currently drifting approximately 164 miles west of Baranof Island off the U.S. and Canadian border. The USGC says the fishing vessel Ryou-Un Maru poses a serious threat to the safe navigation of other vessel traffic in its vicinity.

The derelict Japanese fishing vessel RYOU-UN MARU drifts more than 125 miles from Forrester Island in southeast Alaska where it entered U.S. waters March 31, 2012. The fishing vessel has been drifting unmanned at sea since the 2011 Fukoshima earthquake and subsequent tsunami more than a year ago.

The RYOU-UN MARU was sighted by the Canadian coast guard more than a week ago in Canadian waters. The vessel drifted into U.S. waters Saturday and is currently 180 miles west of the Dixon Entrance in Southeast Alaska. The fishing vessel has been drifting unmanned at sea, presumably since the 2011 Fukoshima earthquake and subsequent tsunami which occurred more than a year ago.

An Air Station Kodiak HC-130 Hercules airplane conducted a flyover of the vessel on both Saturday and Monday to verify its location and deployed a data marker buoy into the water near the vessel to provide real time updates of the vessel’s location. Coast Guard District 17 is actively broadcasting the vessel’s current location to mariners to alert them about the navigation hazard.

Due to the vessel’s current location in the busy shipping lanes near the Dixon Entrance, the vessel is a potential hazard to navigation. The potential for a pollution incident is unknown at this time but officials have limited concerns about any biological threats due to the length of time the vessel has been at sea.

“The unlit and unmanned vessel, which was originally being monitored by Canadian authorities, is now drifting through high traffic shipping lanes in U.S. waters and has become a potential threat to mariners,” said Capt. Daniel Travers, D17 chief of incident management. We are tracking the vessel and working with federal, state and local agencies to ensure the safety of the maritime transportation system and the marine environment.”

Alaska: Senate Passes Operating Budget Emphasizing Savings, Energy, and Restrained Growth; $9.5 billion budget includes $2 billion in savings, reduced agency growth, energy relief, education and debt retirement - Today, the Alaska State Senate passed the Fiscal Year 2013 Operating and Mental Health Budgets, House Bill 284 and House Bill 285.


The $9.50 billion Operating Budget emphasizes many of the Senate Bipartisan Working Group’s top priorities:  Energy Relief, Savings before Spending, Education, Health and Debt Retirement.  The Operating Budget, which is used to run the state’s daily activities and programs, includes $6.28 billion in general funds, $2.01 billion in federal funds and $1.21 billion in other state funds. That’s about $22 million in general funds or about $67 million overall less than the governor’s proposed Operating Budget.

During his floor speech today, Senate Finance Co-Chair Senator Hoffman (D-Bethel) emphasized how the “Savings Spree” began when the Senate Bipartisan Working Group formed in 2006.  In fact, in 2005, the balance of the state’s undesignated savings funds was $8.1 billion.  Under the leadership of the Senate Bipartisan Working Group, that has now grown to $21.15 billion.   - More...

Southeast Alaska: Prince of Wales Outfitter and Guide Management Plan Environmental Assessment released - The Craig and Thorne Bay District Rangers have released the Prince of Wales (POW) Outfitter and Guide Management Plan Environmental Assessment (OG EA). The OG EA considered four alternatives: the No Action, Proposed Action, and two alternatives based on public input during scoping.

The rangers are seeking public input on how to allocate recreation use to outfitters and guides on the Craig and Thorne Bay Ranger Districts. The ranger districts cover more than 2.3 million acres and include the communities of Coffman Cove, Craig, Hydaburg, Kasaan, Klawock, and Thorne Bay on POW Island. The project area includes only National Forest System (NFS) lands and does not cover any state or privately owned land.

The Outfitter and Guide Management Plan Environmental Assessment (OG EA) looks at 209 recreation use areas that have been or are being used by outfitters or guides. Since outfitters and guides are not limited to these areas, the assessment looks at all NFS lands for both districts. A legal notice will be printed in the Ketchikan Daily News, which will start the official 30-day comment period for this project. Those wishing to have standing for appeals should be sure to comment during that comment period. - More...

jpg Dave KifferDAVE KIFFER: Carrier-ing on with Gravina Access - My desk phone jangled, “Mr. Kiffer?” the serious voice queried, “this is Fridley Bofkin (not his real name) of the San Francisco Comical (not its real name), do you have a minute?”

It was nice of him to ask, usually big city journalists just start in asking questions. They figure us small town folks are just sitting around picking our toes anyway and have nothing better to do than act as humorous fodder for the cultural elite on slow news days.

“Uh, sure, what’s up?”

I said that with trepidation.

“The Bridge to Nowhere” was back in the news and it was probably one of those calls.

It was kinda nice when people were calling about the “Tatsuda Bear” last year, those were fun calls. “Bridge to Nowhere” calls are like the “Sarah Palin” calls, nothing good comes out of them.

“It’s about that aircraft carrier.”

“Uh huh.”

“Are you folks serious about that?”

“Depends on your definition of serious.”

I wasn’t trying to be clever, I just didn’t want to come right out and ask “Fridley” if he had accidentally taken stupid pills that morning.

“There was a report in the Navy Times on-line blog about it.”

“Uh huh.”

“So are you folks serious?”

In fact, in front of my own place, a peron was taking up two spots, which left the person behind them, take up another spot, which led us to park a ways from our own home.
