Alternative tax

For those who are proposing or advocating alternative tax schemes
a foundation for the same should rest on a review of the present
tax structure associated with any such matters. Does the local
property tax already result in a tax levy as to automobiles and
if so how much does that amount to and how is it collected and
accounted for in terms of revenue for local government and which
local government receives which portion? Should any such revenue
be dedicated to specific areas as is done with sales tax levies
and port use fees?
