The idea of area wide dumpsters like in Fairbanks has merit but there are a couple flaws in the ointment: It is not zero cost, the Fairbanks residents pay for the service through their taxes. Further, when the residents drop off unacceptable items (like household hazardous waste) it makes it more expensive (a manned facility would cost even more).

We tried mandatory collection a few years ago and the public howled in outrage that they want to recycle and reduce. We instituted a pay as you throw system for our customers. The landfill fee is on your KPU bill so it is now "free" if you don't wish to subsrcribe to collection service.

The real problem is lazy, if not criminial people. They need to be fined, and publicly castigated.

We also offered to put public dumpsters in the Borough several years ago, the cost would have been about $100,000 per year. The Borough declined.
