After reading Northend Serious Dumpers burying Southend Litterbugs by Jerry Cegelske I wonder what it would take to have a borough wide garbage system like we have here in Fairbanks.

Dumpsters are set up in convenient locations around the borough and people haul their own garbage to them at no cost. There is an area set aside for good junk that people think other people may be able to use and another area is set aside for large metal items. This system works really well and I believe - although I'm not sure - the funding comes from property taxes.

After moving here and seeing how swift this system works I wondered why it isn't used in Ketchikan although sometimes it seems like making a change - even to a better system - practically takes an act of Congress.

Jerry, didn't you used to live in Fairbanks? If so, what did you think of this system and do you think it would work in Ketchikan?
