      A warning collects no fines.

      It is not about safety, or responsibility. If it meant safety,
      then we would have vehicle inspections. If it meant responsibility,
      a warning would get folks to renew. Have the warning become a
      citation if it is not corrected in x number of days.  
        
      No, it is all about cash flow.
