RE: Southend Dumping

Hey Jerry, run the VIN off of that hulk at Mt Point and cite
the last registered owner. You've got the basic littering (?),
non-operational, non-registered, a potential hazmat from fluids
in the transfer and rear axle. This thing did not just drop in.
I'll bet the last registered owner will point out who it was
sold or given to. If not, then they get the citations. Is that
how it works? Sorry, guilty until proven innocent, but you can
appeal it?
