In defense of the parent outside with the toddler in the diaper, perhaps this mother was advised to do so by the family doctor because the toddler was having dangerously high fevers that were throwing the child into seizures even after having the kiddie cocktail.

I try my best not to judge others because maybe I don't know the whole story. I also know as children get older, most of them will not wear a coat, and you must pick your battles. I used to hide under our house when we left for school to replace my boots with shoes and my rain coat or big puffy jacket with a sweatshirt.

Maybe children and teens are just warmer then adults due to having a higher metabolism.
