State owns Columbia not Borough

In reference to Joey Garcia's referencing the Columbia being tied up downtown and his comment: "Is the Borough de-commissioning this ferry just because it cannot make money when the safety of the AMHS passengers is the utmost care and concern for the City of Ketchikan's residents?" I believe the Columbia is owned by the State of Alaska - and not the Ketchikan Borough.
