What is a Budget Lapsing Organization?

Budget Lapsing Accounting is code for “Use it or Lose it” of huge amounts of money being wasted in State and Federal government agencies. Government agencies ‘waste it rather than lose it’ because federal rules require them to return unspent funds at the end of each budget year.

This Monkey Trap results in wasteful spending or misusing funds for other programs that ask for money but had no relationship to the original purpose because those managing the money stream can’t seem to let go of the prize – the primordial instinct in nature.

Use it or Lose it mentality is a destructive, invisible habit in government that discourages thrift when managers are encouraged to pad their budget allowance for the next year… so why not consider returning this unused potential to a transparent EMERGENCY FUND we can watch on a website as a first effort of Alaska rather than selling Alaskan’s on another tax?
