Why Sell Ward Cove???

Why does the Ketchikan Borough want to sell Ward Cove? It seems the deals always fall through. I think the borough should put in a new harbor and try to make some money instead of trying to get rid of such a great piece of property.
Or if they really want to get rid of it why not subdivide it and sell it off in smaller parcels and give the people of Ketchikan a chance to get a good piece of property. IT WOULD SELL FAST FOR ACTUAL MONEY IF THEY DID THIS.
Just a thought.
