AIRPORT PEDESTRIAN TRANSPORTATION ALTERNATIVES

It isn't necessary that every flight arrival and departure at Ketchikan International be met and the only requirement should be that transportation be available on a scheduled basis so that passengers having nothing else available can rely upon transport coming across for delivery and pickup at particular times that may require a passenger to wait for the schedule.

Certainly allowing a borough bus to deviate from it's Revilla side schedule could at least provide for an interim solution and on a trial basis with no charge for the bus itself.

So why not allow taxicabs to travel for free if without passengers aboard and only charge the taxicabs for passengers carried? Require only that taxicabs board the ferry last when without passengers so as to avoid displacing other traffic.
