Open Letter to KGB: Fiscal tethering account charges

Dear Sir/Madam:

I hope that this letter finds you well.

As a matter of public records, I would like to inquire some fiscal analysis of the current sludge fee program.  There are 2 questions that I would like to have answered and they are:

1. What is the contractual price that has been negotiated for Shoreline Services that is invoiced by their billing department per pump of a septic system for residential, commercial, and multi use septic systems?

2. What is the amount that Ketchikan Gateway Borough "collects" that is over the amount charged by Shoreline Services per pump of a septic system for residential, commercial, and multi use septic systems? What is done with the overage as part of the "policing" pass through billing?

I would like to have this request full filled within 30 days.  The current data on the budget line does not account for this nor is it transparent to all stakeholders.
