Drinking & drug use by children

As a concerned parent in Ketchikan, I have one comment regarding the "Zero Tolerance" issue of children drinking and doing drugs. Are we forgetting all of our babies that have been lost due to minor drinking and driving, drug overdose, and other deaths caused by this problem? As far as I am concerned, it seems that we have had to bury enough of our friends, babies, and family members already-and we must get the message out somehow that this can't continue.

Yes, there are instances where it just seems unfair-or they are so young to be in that much trouble, but I think we have to start somewhere.

Also, we do have a detention center. It is called Ketchikan Regional Youth Facility, and it does detain children for short periods of time.
