Knik Arm Bridge and Toll Authority receives six SOQ proposals from international consortiums
KABATA will evaluate proposals to advance three qualified firms to formal RFQ process.

(SitNews) Anchorage, Alaska —The Knik Arm Bridge and Toll Authority (KABATA) received six Statements of Qualification (SOQ) by the submittal deadline of 4:00 p.m. of Wednesday, September 21, 2011. These SOQ’s were submitted from national and international development groups and included firms from Europe, Australia, Asia, and North America. Each development group is hoping to earn an opportunity to become the private partner that finances, designs, builds, operates and maintains the Knik Arm Crossing.

“We are pleased to attract interest from developers that span the globe. These development groups or consortiums cover all aspects of the project - and include equity investors, engineering firms, construction companies, maintenance organizations, and concessionaires. This sends the message that Alaska is open for business.” Said Michael Foster, KABATA Board Chair.

The Statement of Qualifications will be evaluated, scored and ranked. The top three development teams will be “short listed”, which will allow them the opportunity to respond to the formal Request for Proposals (RFP) which is planned for release in early 2012.

“The detailed RFP process will result in firm commitments and will require a significant investment of time and resources by the competing firms.” Said KABATA Executive Director Andrew Niemiec. He continued, “By creating a short list of the most qualified teams, we can create the right balance between the investment that the developer makes in creating the proposal and the public’s interest in a healthy competition. “

KABATA expects to announce the results of the SOQ evaluation around October 24, 2012. The successful developer, in the subsequent RFP proposal process, could begin construction as early as 2013.

The Knik Arm Crossing will create a second route from Anchorage, Alaska’s most populous city to the Matanuska-Susitna Valley, the State’s fastest growing region. Construction is expected to create thousands of jobs and spur economic development in the immediate area, resulting in 14,000 additional permanent jobs. The crossing will lower transportation costs to Alaska’s Interior, saving fuel and reducing greenhouse emissions.
