I lived in Biloxi for three years.  It's real flat, so the mess will extend inland a long way. 

Water trucks are what those people are going to need more than anything else.  Folks from Gulfport to Mobile are going to start rebuilding right away, and they are going to need water trucks for every block for some time to come.

So I'd check into it just to be sure, but if the town has a water truck or two to send down for the winter, I think it might be a real good idea.
