Peace Payments

In the early 1800s the United States literally paid on an extortionist's threat during the Barbary Wars, paying tax to a Muslim leader in Tripoli for a promise of peace. That treaty was violated on 9/11 with attacks on the US by Bin Laden. Some history can be found on this in the July issue of TIME - here's the link. http://www.time.com

It's however unfortunate that the United States has 'paid for peace' repeatedly throughout our history.
