CARES Act Programs Available Through the Ketchikan Borough, City of Ketchikan and City of Saxman

(SitNews) Ketchikan, Alaska - The following Ketchikan Borough monetary assistance programs have been established to assist local citizens and businesses who have been affected by the COVID-19 pandemic.

  • Micro Business Grant Program for businesses within the City and Borough.  

    • Businesses with revenue of at least $10,000 but less than $100,000 during CY 2019, and suffering a revenue decline of 40% or more during Second Quarter CY 2020, compared to Second Quarter CY 2019 due to the COVID-19 pandemic, are eligible to apply for a grant. Grant awards will be based on a percentage of lost revenue. The minimum grant award is $500. This program is limited to for-profit enterprises only.  Only complete applications will be considered. 

      The application period opens July 20, 2020 and grants will be awarded on a first come, first served basis.  Applications cannot be accepted until after the business’ 2nd Quarter CY 2020 sales tax returns are filed and paid.

  • Business Relief Program for businesses within the City and Borough. 

    • Businesses with more than $100,000 in annual revenue and suffering a revenue decline of 40% or more during Second Quarter CY 2020, compared to Second Quarter CY 2019 due to the COVID-19 pandemic, are eligible to apply for a grant.  Grant awards will be based on a percentage of lost revenue. The maximum grant award is $25,000.

      The application period opens July 1 and depending on demand, businesses may start receiving funds as early as July 31, 2020.  If need exceeds the total available funding, grant awards may be delayed and individual grants may be reduced and/or rejected.  

      Acceptance of a PPP loan does not affect eligibility for this program.  The Ketchikan Gateway Borough and the City of Ketchikan have jointly funded this program using CARES Act funds.

      Business Impact Grant Application 

  • Personal Protective Equipment (PPE) Reimbursement Program for businesses within the City and Borough

    • This program is for one-time assistance to reimburse small businesses and non-profit organizations in the Borough up to $1000 for eligible expenses for Personal Protective Equipment (PPE), hygiene, and social distancing supplies such as face masks, gloves, face shields, eye protection, sneeze guards, hand sanitizer and other approved disinfecting products.

      The application period opens June 19 and will close by September 30, 2020. Reimbursements will be awarded on a first-come, first-serve basis for up to $1000, in the order received, until funds are depleted.

City of Ketchikan:

The following City of Ketchikan programs have been established to assist local citizens and businesses who have been affected by the COVID-19 pandemic:

  • Mortgage and Rent Assistance for City Residents who qualify under the income guidelines

    • The Cares Act Moorage Subsidy Program Payment Program was established for the purpose of providing economic support to individuals and businesses suffering an economic hardship due to the COVID-19 public health emergency. An ‘economic hardship’ means, as a result of the COVID-19 public health emergency, business or personal or household disposal income has decreased and/or normal business or person or household expenses have increased, such that it has been impossible or difficult to make ends meet and/or any money reserves of the applicant have been and/or are being significantly expended.
      • Open to both City and Borough residents and businesses
      • Applicant must have economic hardship as a result of Covid-19
      • One time payment
      • Payment will be a maximum of 25% moorage fee for the time frame March 16, 2020-December

    Moorage Subsidy Payment Program Application

  • Utility Electric Subsidy for City and Borough Residents and Businesses

    • The Cares Act Utility Subsidy Program Payment Program was established for the purpose of providing economic support to individuals and businesses suffering an economic hardship due to the COVID-19 public health emergency. An ‘economic hardship’ means, as a result of the COVID-19 public health emergency, business or personal or household disposal income has decreased and/or normal business or person or household expenses have increased, such that it has been impossible or difficult to make ends meet and/or any money reserves of the applicant have been and/or are being significantly depleted and that the subsidy payments are needed in order to receive essential services.
      • Open to both City and Borough residents and businesses
      • Applicant must have economic hardship as a result of Covid-19
      • One time payment
      • $400 Residential Subsidy
      • $1600 Business Subsidy
      • First come, first served basis until funds are expended
      • Only one application per household or business
      • Submit to citycs@ktn-ak.us or hand deliver or mail to City of Ketchikan, 334 Front Street, Ketchikan, AK 99901
      • Applications must be received or postmarked by 8/15/2020 to be eligible
      • If approved, funds will be issued directly to Utility provider on customer’s behalf

An ‘economic hardship’ means, as a result of the COVID-19 public health emergency, business or personal or household disposal income has decreased and/or normal business or person or household expenses have increased, such that it has been impossible or difficult to make ends meet and/or any money reserves of the applicant have been and/or are being significantly expended.
      • Open to both City and Borough residents and businesses
      • Applicant must have economic hardship as a result of Covid-19
      • One time payment

  • Moorage Subsidy for City and Borough Resdients & Businesses Application

  • Non-Profit Relief  for City and Borough organizations who provide for the vulnerable populations 

    • The City of Ketchikan has made $550,000 available to the nonprofits of Ketchikan in response to the COVID-19 crisis.

    Community Connections, in collaboration with the City of Ketchikan, will operate and administer the program.

    • Open only to nonprofits in the Borough or City
    • Only nonprofits that provides social services and programs that direct impact the community’s vulnerable population: homeless, elderly, youth, underprivileged, mental health, physically or developmentally disabled individuals
    • Must be IRS certified 501 nonprofit
    • Operating at least since January 1, 2019
    • Local board of directors or advisory board and officers must be Alaska residents
    • A local affiliate of a national organization must have a local advisory or governing board
    • Faith based nonprofits are eligible if they provide services which are promoted and available to the general public without regard to religious affiliation
    • Services must have been impacted by Covid-19: loss of revenue, increase in demand, etc.

      Two Tiers

      Up to $10,000 for nonprofits of less than $50,000 in annual revenue

      Up to $25,000 for nonprofits of above $50,000 in annual revenue

      Applications must be received between 7/10/2020 and 8/10/2020

      First come, first served basis until funds are expended

  • Child Care Subsidy for state-approved daycare providers in the City and Borough

    • The City of Ketchikan will provide AEYC with $350,000 in grant funding to administer and provide funding in response to the COVID-19 Emergency to childcare operators meeting the criteria listed below.
      • Open to State Licensed Child Care providers located in the City or Borough
      • Provider accepts State of AK or Tribal child care assistance payments
      • Provides full time child care (30 Hours per week) and provides child care service in the months which grant funding is applied
      • Follows CDC and State and Community health guidelines
      • Is open and serving families unless mandated by State, City, or Borough to not be open
      • One time application, with monthly submission of enrollment documents
      • Child enrollment documentation for February 2020 will be required, as well as current attendance report (attached behind application pages)
      • Grants available at this time for July, August, September due by the 5th of the following month
      • Payments up to $435 per full time child, $220 per part time child
      • Funds will be paid directly to the licensed Child Care provider
      • First come, first served basis until funds are depleted
