Inlandboatman’s Union on Strike After Impasse; AMH Vessels will not be Sailing Until Further Notice

(SitNews) Ketchikan, Alaska - The Inlandboatmen’s Union of the Pacific said yesterday, barring a settlement, a strike could come as early as Wednesday afternoon, July 24th - and this afternoon the union representing Alaska Marine Highway System workers are on strike.

The other two unions, the AFL-CIO affiliated International Organization of Masters, Mates & Pilots and the Marine Engineers’ Beneficial Association have both negotiated a one-year extension to their contracts and are not involved in the strike.

Following the Inlandboatman’s Union of the Pacific initiatating a strike this afternoon, the Alaska Department of Transportation announced Alaska Marine Highway Vessels will not be sailing until further notice.

Quoting today's announcement from the Alaska DOT, "At this time, we are focused on the safety of passengers, crew and vessels. We are reaching out to ticketed passengers to work with them to reschedule, or offer refunds for tickets. We are working to return ships to safe harbor with adequate shore side support."

The IBU said in a July 23rd statement received by SitNews today, that hundreds of public ferry workers who operate Alaska’s vital Marine Highway conducted a democratic vote this week – and decided by a margin of 86% to reject the package of harsh measures proposed by Governor Dunleavy’s administration, that included the following:

  • Cancelling 28 negotiated settlements reached during almost three years of contract bargaining.
  • No wage increases in over 5 years
  • A one year contract instead of the normal and more efficient three year contracts.
  • Failing to respect employees who work away from their families for weeks at a time.
  • The use of expensive and wasteful mandatory overtime instead of hiring more workers.
  • Poor treatment by management has resulted in most new hires quitting this year.

On top of these issues at the bargaining table, the IBU said the Alaska legislature is threatening the entire ferry system by:

  • Slashing ferry service to most communities for 9 months of the year after summer ends.
  • Cancelling safer, cleaner new vessels scheduled to replace older, more polluting ferries.
  • Encouraging private investors to take-over the public system and raise fares.
  • Denying ferry workers the same employment policies guaranteed to other state workers.

“The Governor cut 46 million dollars out of the AMHS’s operating budget, slashing ferry service to the communities that depend on us for their lifeline” said Trina Arnold, elected Director of Alaska’s Inlandboatmen’s Union of the Pacific, an affiliate of the International Longshore and Warehouse Union (ILWU). “There’s 107,301 Alaskans who live in communities served by the ferry that will lose their regular service,” said Arnold.

“We’ve spent almost 3 years bargaining with the State, including federal mediation, in a good-faith effort to negotiate a fair contract,” says Marina Secchitano, President of the Inlandboatmen’s Union of the Pacific. “The members have made it very clear by their vote that the State’s unfair proposal is not acceptable.”

Yesterday Secchitano said, “We remain hopeful that the State will accept the Union’s last compromise contract offer that will keep the state’s ferry system running smoothly for the residents of Alaska.”

“We are disappointed that the Inlandboatmen’s Union is considering an economic strike against the Marine Highway System. Our offer, in context with other labor contracts, is fair on economic terms,” said John MacKinnon, Commissioner of the Alaska Department of Transportation & Public Facilitie late Tuesday evening.

MacKinnon said last night, “This is the busiest time of year for the Alaska Marine Highways and a shutdown of the ferry system will impact residents, visitors and commerce. At this time, we will focus on the safety of the passengers, crew and vessels. We plan to return ships to safe harbor with adequate shore side support and contact ticketed passengers to work with them to continue their journey, reschedule or offer refunds.”

“Our leadership team at the DOA has made every effort to address the IBU’s requests without further compounding our State’s ballooning deficit. It would be a dereliction of our duty, both to the IBU and to all Alaskans, for us to enter into a Bargaining Agreement that would benefit the IBU in the short-term but would further imperil the health, well-being, and future of all Alaskans in the long-term,” Commissioner Tshibaka said. “We remain open to working with the IBU and to reaching an agreement that is fair to the employees, fair to the State of Alaska, and good for all Alaskans.”

“Contract negotiations have been ongoing since December 2016 and, every offer – including concessions on pay increases, lump sum payments, and benefit enhancements – has been turned down by the IBU,” said Commissioner Kelly Tshibaka. “Over the course of two-and-a-half years, the State met with the IBU 38 times, only a few of them with the Dunleavy administration, and participated in mediated sessions to address its requests in good faith. It is our goal to agree to a contract that is fair and equitable to both IBU employees and the State. We bumped up our last offer 25% because we do not want to disrupt coastal operations in the height of Alaska’s tourism season.”  

The Department of Administration is responsible for negotiating state worker union contracts. One of the existing contract terms the union seeks to eliminate is the current cost of living differential (COLD) which ensures equity by preventing employees who live out-of-state from receiving a higher salary than their counterparts who live in-state. The IBU wants all out-of-state employees to get the same salary as Alaskan employees. The IBU further requests uncommon wage increases – increases most other unionized state employees have not received – and that the State continue covering health care costs with no contribution from IBU employees.

During the latest negotiations, the State sought to keep the existing COLD, to offer wages that are fiscally responsible and fair to employees, and to require employees make health care cost contributions of $60/month for individual coverage and $160/month for family coverage. As a good faith compromise, the State offered a one-time lump sum payment of $1500 to offset employee health care costs that would be included with employees’ first paycheck in January 2020. Under the previous administration, the State offered IBU employees a 5% pay increase over 3 years, but IBU rejected that offer as well.  

The state said in response, the IBU proposed a 9 percent pay increase over the next three years, free coffee and water for employees on the ships, and giving workers the power to choose which ships they work on. If agreed upon, this would effectively take away the State’s ability to manage the ferries and its employees in the most efficient, safe and cost effective manner possible. 

However, after the state announced an impasse late Tuesday night, a strike was called by the IBU that began this afternoon, July 24th.

Quoting the Alaska Department of Transportaion's news release, 'Your patience is appreciated as we work through the logistics of getting passengers rerouted. There is a heavy volume of calls right now, we are doing our best to reach everyone as quickly as possible."
