Ticket for littering

A friend of mine just got a $110.00 ticket for littering. She was accused by someone who followed her in town. When did the city/borough hire someone to give out tickets? If this is what is happening then anyone can say I saw this person or that person litter with no actual proof of it.

I think this is a waste of taxpayers' money. They can hire someone to go hand out tickets yet 32 non-tenured teachers may or may not lose their jobs this next school year.

I'd understand if it was a car, couch, etc. I have no problem with someone being ticketed for that. I do have a problem with a person saying something that they can or cannot prove.

I am constantly picking up garbage wherever my daycare, family or friends go to.

If someone can answer my questions I certainly would appreciate it.
