The issue is not whether logging on Mental Health Trust lands near Ketchikan is a good or a bad thing. The issue is whether or not the Trust is willing to take local concerns into account regarding that logging.

In response to Mayor Weinstein's concerns, there may be one way to bring the Trust to the bargaining table. The Trust will likely need local cooperation in order to get the logs from its land to potential log transfer facilities. Some Bear Valley logs would likely have to be transported over city streets. The Signal Mountain logs would likely have to be taken to Borough owned land in Ward Cove. Either way, local government would probably have some leverage should it choose to use it.
