Regarding the recent action of the Ketchikan assembly in funding actions, with the bent of the community fastly approaching the social levels of San Francisco, Seattle, and Portland, it is not surprising that fiscal responsibility has arrived at the point common sense has left the circus and the clowns now run the show.
