Speed Limits North and South of Ketchikan

I would like to know why that the State of Alaska DOT has different speed limits, one going to Beaver Falls and two going to the end of the road out north.

After you leave the pavement going to Beaver Falls the speed limit is 50. I would like to know how can someone go 50 on a gravel road where there are lots of potholes then when going out to Settlers Cove where there is pavement and that speed limit is 45.
