I wholeheartedly agree that disposal of waste from cruise ships is a concern, BUT there is no guarantee that the proposed head tax will be used for such a purpose. I believe that a better route would be to pass laws requiring responsible disposal of waste. There's no way the state is going to hire a person to ride the cruise ships to make sure they behave. The head tax will likely go
to general fund. It is a punitive tax that singles out one industry.
