Emergency evacuation plan?

I am wondering why every household in the borough does not have
a copy of a emergency evacuation plan provided by the city and
borough.
We do not have local cable television, how will we know about
a pending crisis? Local radio sometimes is not reliable north
of town, even if we were aware of a problem.
