Editor: In response to the King Cove Medical Emergencies:

The citizens of King Cove through the Small Business Development Program, has the ability to raise the necessary financial requirement, to build and maintain a five (5) bed hospital in King Cove.

As a research person of the ANCSA. There are proven ways when implemented with the proper strategies, financial development and unlimited maintain for this project is available, without question.

The 1980 ANCSA regulations had some unusual barriers to capital formation and job creation. However specific legislation altered the framework, for ANCs and cleared federal procurement policy that actually obstructed ANCs economic and business development. As a result, changes to federal law subsequently exempted ANCs from the "once in a lifetime" affiliation rules and from the caps on sole-source contracts.

Congress specifically created has provided an arsenal of policies supporting the King Cove residents, supporting medical emergencies and the building of this hospital is the solution.

This process shows that the policy brings revenue growth, employment, profits, socioeconomic investment, and rising business sophistication for the citizens of King Cove, to provide on their own self-determination to resolve emergencies issues, as see them necessary.

Federal law and policy, especially ANCSA legislation establishes unique ownership structures, with unique regulations, that results in significant procurement business quantitatively shared revenues, to provide the citizens of King Cove, a fifty (50) million dollar five (5) bed hospital.

Consistent with the laws providing the necessary financials to accomplish the King Cove Hospital, we offer standing evidence that demonstrates the practical efficacy of this process.

Sincerely,

Joseph G. James
