Litter Control
by Pete Ellis

The real problem with litter is the lack of control efforts and a failure to enforce the available statutory and ordinance prohibitions. Fines should be raised to a maximum of $1,000.00 and all perpetrators convicted should be required to perform an hour of public service for each $100.00 in fines imposed. Public service to consist of litter pickup endeavors documented by two witnesses. A reward for notification of litter acts and conviction pursuant thereto might also be considered.
