Herring group, who are they?

After reading the last viewpoint on the issue of herring and digging further into the Sitnews' archives finding past letters in regards to herring, I have always wondered who is the Ketchikan herring action group comprised of?

Mr. Rauwolf mentioned in a past letter there were hundreds of lifelong Ketchikan area residents that comprised this organization. Can Mr. Rauwolf provide a list of all the membership? It appears that there are always three members writing letters on herring.
