At the Alaska Federation of Natives 2003 Annual Convention held in Anchorage during October 2003, Resolution 03-01 was adopted by a vote of delegates from every region of Alaska. In part, this document resolves that "...the AFN supports the formation of a Federal, State, and Native Commission on on Fiscal and Governmental Relations composed of representatives of federal and state governments, Alaska's federally recognized tribes, tribal consortiums, non-profit Native organizations, ANCSA corporations and other Alaska Native institutions..."
During the recent Southeast Alaska Tribal Leaders Summit held in Ketchikan, considerable effort was devoted to the selection of a candidate to represent Southeast Alaska in the "Tribal" representative category of this proposed Commission. A formalized election process was adopted by the assembled group of tribal leaders while they were in Ketchikan, and three nominations were made by the group. The winner of the election was Stephanie Rainwater-Sande, who is the President of Ketchikan Indian Community IRA Council. An alternate for Sande in this capacity was also selected in the event that any other obligations prevented carrying out the duties of this position. The alternate is Edward K. Thomas, President of the Central Council of Tlingit & Haida Indian Tribes of Alaska.
